Media in Cooperation and Transition

Given ongoing geo-political conflict around government power in Libya, decentralization is currently the most promising strategy towards achieving stability and developing the local economy, including basic public services. Decentralization reforms in Libya seek to transfer decision making powers and responsibilities for public service provisions from a central national government to local municipal administrations. It will help empower local governance and citizens alike.

The project collaborates with the Libyan Ministry of Local Government (MoLG) and currently 30 partner municipalities in order to support Libya’s decentralization reforms. GIZ supports these municipalities in improving basic and social services, assists them in economic development and fosters peace and conflict resolution activities.

With this project, MiCT supports municipalities and MoLG in their efforts to inform Libyan citizens about the process of decentralization in their country. T

Activities include guidance and support for MoLG and municipalities to establish and/or develop their communication strategies. Activities further involve communication training for representatives in local administrations, MoLG and experts from the Training Center for Supporting Municipal Development and Decentralisation, as well as facilitating their exchange with stakeholder groups such as local media. Finally, the project supports the production of media programs and media content pertaining to the topic of decentralization and public services.

This consultant will design the methodology to reflect on the research, analysis, workshops and media productions as they are conducted in Arabic. The M&E coordinator will also design methods to qualitatively review the discourse through this programme, and contribute to report writing.

Deliverables:

  • Design, develop, and implement the M&E framework that monitors the project from start to finish.
  • Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation, and design a system for capturing lessons learned/best practices and integrating them within the project cycle.
  • Design and implement participant engagement strategies, integration of qualitative and quantitative monitoring methods, and timely data collection, assuring data quality, managing the project database, performing statistical analyses, monitoring project progress, identifying and sharing lessons learned, writing reports.

Additional work:

  • Work closely with the MiCT team and forward recommendations based upon results.
  • Work remotely with other stakeholders through calls, emails and other online platforms
  • Provide regularly updated reports on the status of implementation against the project goals and objectives to the Project Manager.

Required:

  • Ability to work in a multicultural team
  • Fluency in Arabic and proficiency in English (speaking, reading, writing) are essential.
  • Bachelor’s or Master’s degree in marketing or data analysis
  • At least 3 years of relevant experience in data journalism, economic, and media research/reporting
  • Experience in digital research, data analysis, social media marketing, and political and economic reporting on workshops
  • Demonstrated ability to coordinate complex activities and meet deadlines.
  • Experience in planning research, focus groups, and community discussions/panels
  • Strong computer skills including MS Office (Word, Excel, PowerPoint, Outlook). Familiarity with MS Access or other database software is desirable.
  • Ability to work collaboratively in a decentralized network with a culturally diverse and international team
  • Ability to travel internationally for work in the field as needed

Additional Qualifications:

  • Experience and familiarity with media and journalism related issues in the region
  • Experience in Participatory Action Research (PAR) methodologies
