UN Women’s thematic engagement in Somalia is based on the UN Cooperation Framework 2021-2025, the National Development Plan-9, Somalia Women Charter and the global flagship on ‘Women’s Engagement in Peace, Security and Recovery’, as continuing fragility provides the main context of all engagements. UN Women’s programming and technical guidance aims to support women to become actors in the provision of security and resources for peace. Programme interventions are conducted through programmes on Women, Peace, Security and Humanitarian Action, Rule of Law and Women’s Political Leadership and Empowerment. In addition, UN Women coordinates and facilitates gender mainstreaming across all UN Agencies, Funds and Programmes, UNSOS and UNSOM through joint leadership of the UN Gender Theme Group (GTG) and participation in a number of joint programmes as well as through direct implementation. The Somalia office works in close partnership with the Ministry of Women and Human Rights Development at the Federal and FMS level as well as key NGO and civil society actors.

The key programmatic areas for UN Women Somalia elaborated in the Strategic Note and annual work plan include, women’s leadership in peace, security and humanitarian response; promoting women’s economic empowerment and humanitarian action, among others.

Women’s economic security is critical for the eradication of poverty and achieving sustainable development because when women have ownership and control over productive resources and access to productive work, they can ensure a better livelihood for their families and communities. Furthermore, when women are economically empowered, they are more likely to attain political and social empowerment.

UN Women has been working closely with partner agencies in promoting humanitarian assistance programme aimed at addressing critical gender gaps in humanitarian response and enhancing resilience and wellbeing among women and girls in IDP settlements and their host communities. The Government of Japan funded Women’s Leadership, Empowerment, Access and Protection (LEAP) project seeks to promote access to livelihood opportunities; preventing/ reducing violence against women and girls in the target communities and building and sustaining peace through gender responsive stabilization and recovery of conflict affected displaced women and men in Kismayo (Jubaland) and Baidoa (South West). The project will directly benefit women (mainly IDPs and women at risk in host communities) in Kismayo (Jubaland) and Baidoa (South West) in sustaining their livelihoods and resilience.

Objectives Of The Assignment

The main objective of this consultancy is to provide technical support and develop a strong gender sensitive monitoring and evaluation mechanism as well as strengthen capacity of UN Women Somalia in areas of reporting, M & E and quality assurance of better communications involved in the implementation of the LEAP programme.

Scope Of Work

Duties and Responsibilities

The national consultant plays the roles as a technical expert for monitoring and evaluation and reporting for LEAP Programme and she/he will provide technical support to UN Women Somalia in areas of planning, progress tracking and consolidation of reports at the country level.

Duties And Responsibilities

Under the overall supervision and guidance of the Country Programme Manager, with close coordination with the LEAP Programme Specialist, the consultant will undertake the following responsibilities:

  • Provide technical support to the LEAP Programme Specialist on managing and supervision of the LEAP programme including tracking, and assessing LEAP program contribution to the implementation of the strategic note;
  • Support LEAP project monitoring, and assist the preparation of a detailed LEAP project report with documentation of lessons and recommendations for the way forward;
  • Technical Support to UN Women Somalia team on Programme Performance Monitoring;
  • Technical Support in strengthening the M&E capacities of UN Women and its implementing partners to engage in and lead monitoring and evaluation processes;
  • Provide technical support to the LEAP program quality assurance, management of reviews and evaluations;
  • In coordination with the UN Women Somalia programme team and implementing partners, support the drafting and finalization of donor reports in line with reporting rules and regulations of UN Women and the donor.

Education

Required Skills and Experience

  • Master’s degree in human rights, gender studies, management, public relations, development studies, law, statistics and/or other social or economic science related to the areas relevant for the assignment;

Experience

  • Minimum 5 years of proven experience in monitoring and evaluation of humanitarian and development projects;
  • Experience working on gender and women programming is highly preferred;
  • Experience conducting consultative research, data collection and preparing project analytical reports;
  • Experience working with international organizations (successful experience in working with UN agencies is an asset).

Language Skills

  • Excellent verbal and written English.
  • Knowledge of Somali will be considered an advantage
