Background:

SoCha is bidding with a consortium of partners for USAID/Philippine’s Digital Connectivity and Cybersecurity Partnership (DCCP) – Pacific project and is seeking a Monitoring, Evaluation, and Learning Manager to bid as part of its proposal. If the consortium is successfully awarded the activity, SoCha will immediately onboard the selected candidate.

Once active, DCCP-Pacific will support the digital transformation of the Pacific Island countries. Through this regional activity, USAID aims to foster an open, interoperable, reliable, and secure digital ecosystem in the Pacific Islands by (1) improving broadband access; (2) strengthening digital policy and regulations; (3) advancing digital platforms and solutions for the delivery of public services; and (4) upgrading of digital skills and literacy.

Scope of Work:

The MEL Manager will report to the Chief of Party to oversee DCCP-Pacific’s monitoring and evaluation (M&E), and learning functions. The MEL Manager will ensure the success of DCCP-Pacific’s data management, internal learning, and reporting functions to USAID/Philippines. We are actively seeking a MEL Expert with experience in one or more of the following areas:

  • Performance Monitoring.
  • Evaluations.
  • Data Management.
  • Collaboration, Learning, and Adapting.

In addition to the categories above, subject matter expertise in the following sectors is required in at least one of the following areas:

  • Public Policy reform in the Philippines.
  • Information communication technology (ICT) logistics and infrastructure.
  • Digital economy or digital transformation.
  • Digital regulations.

Minimum qualifications and experience:

  • Master’s degree in Public Administration, International Development, or similar field.
  • Ten (10) or more years of M&E experience on government or donor projects.
  • Three (3) or more years M&E experience with USAID projects.
  • Experience with USAID’s Collaborating, Learning, and Adapting (CLA) approach preferred.
  • Prior experience with digital transformation, information communications technology for development (ICT4D), digital ecosystems, cybersecurity, or similar disciplines.

Location:

Papua New Guinea (PNG) or Fiji.
