The MEL and Programme Officer will specifically work on the project Disarmament of the heart – Promoting young people’s psychosocial health and mental well being to build a peaceful future for the Central African Republic. The project is funded by the UN Peacebuilding Fund and implemented in a consortium led by DanChurchAid (DCA) in Kaga-Bandoro and Sibut.

The MEL and Programme Officer will provide monitoring, evaluation, reporting and programmatic support to the CAR Project Manager in Bangui and the Disarmament of the Heart project team (CAR Programme Officer and Project Manager in London). The postholder will lead on implementing the project’s Monitoring and Evaluation plan, collecting and analysing MEL data and the mainstreaming of the Outcome harvesting methodology in the project. The postholder will also support internal learning and information sharing processes. The MEL and Programme Officer will also closely accompany partners and help them to strengthen their monitoring and evaluation systems and processes to capture impact and learning. The postholder will also provide logistical and programmatic support to the project where required.

The MEL and Programme Officer is based in Bangui and undertakes regular travel to project locations outside of Bangui, including rural areas. The MEL and Programme Officer reports to the CAR Project Manager, based in Bangui, and works alongside the CAR Programme Officer and the CAR Finance and Programme Support Officer in Bangui as well as the ECAP Programme Director (based in Uganda) and two ECAP Project Managers (based in London).

Experience and knowledge

  • Knowledge and application of a range of planning, monitoring, evaluation and reporting concepts, tools and approaches.
  • Knowledge of and interest in peacebuilding and conflict transformation processes.
  • Knowledge of and interest in political, social and economic dynamics in CAR generally and the project locations (Kaga-Bandoro and Sibut) specifically
  • Experience of working in a role that provides design, implementation and on-going support for processes of planning, monitoring, evaluation and learning.
  • Experience of different monitoring and evaluation frameworks and techniques, such as the logical framework approach and theories of change.
  • Experience of supporting partners on the joint delivery of work.
  • Experience of revising and contributing to the drafting of reports.
  • Experience of working with databases, handling diverse sources of information and maintaining accessible filing systems.
  • Excellent working knowledge of Microsoft Office software packages, databases, email, internet
  • Experience of working in a multi-cultural environment.
  • Experience of handling a complex and varied workload where the need to re-prioritise is not unusual.
  • Some knowledge of organisational development practices such as partnership working, value for money and organisational learning would be an advantage.

Skills and attributes

  • Ability to collect, manage and analyse quantitative and qualitative data in a manner that is sensitive to conflict affected contexts.
  • Confidence in managing and maintaining monitoring and reporting systems with an eye to accuracy and detail.
  • Ability and willingness to regularly travel to prefectural towns and rural areas outside of Bangui, and experience of hostile environment training or willingness to undertake hostile environment training
  • Strong commitment to and experience of team working.
  • Appreciation of issues of confidentiality and cross cultural and political sensitivity.
  • Initiative, enthusiasm and a problem-solving approach to new challenge.
