Background of the Project
Waypoints: Navigating Civil Maritime Security Reform is a program under The Asia Foundation-Philippine (TAF-PH) supported by The Australian Department of Foreign Affairs and Trade (DFAT).
The goal is to help the Philippine government and its citizens to strengthen structures and processes that support civil maritime security in the Philippines. The focus of Waypoints is to foster institutional change – 1) institutional arrangements are in place that promote effective interagency cooperation, communication, and coordination to address civil maritime issues; accordingly, and 2) establish multiple avenues for communication and discussion shall engage relevant stakeholders on Philippine maritime issues.
Waypoints will pursue sectoral policy reform and agency-specific reform to ensure an institutional change in the civil maritime sector in the Philippines.
Scope of Work of Contractor
The Monitoring, Evaluation, and Learning Consultant will review and ensure that the project implementation remains as fluid and adaptive as possible. The Consultant will support the Waypoints teams and partners by providing an activity MEL plan having a clear focus on the desired policy reform outcomes. The Consultant will also design and facilitate project management meetings with project partners, DFAT, and potentially other stakeholders.
The MEL Consultant will be under the supervision of the Program Leader, takes the lead in reviewing and improving MEL frameworks and systems to support program development, effective implementation, and achievement of results.
Internal
Regular interaction with Program Team- Program Lead, Program Officer, Assistant Program Officer, and GEDSI Personnel. As needed, engage with the Strategic Adviser, and TAF Philippines senior management team.
External
As needed, engagement with implementing partners (Amador Research Services and Save the Philippines Seas) and other stakeholders. Attendance in conferences and external workshops as appropriate.
Activities, Work Schedule, and Reporting Relationship
The Consultant is expected to start work on a 60-day engagement that will include the following activities adhering to the suggested timeline below:
Activities
Review, draft and update Activity Monitoring, Evaluation and Learning Plan, MEL framework, reporting tools to ensure project implementation.
Output: MEL Plan of Waypoints
Design and facilitate MEL Inception Meetings with Partners and Project team.
Output: Biannual Project Meetings
Reporting on results of the appropriate activities to be integrated in the Report to DFAT.
Output: Biannual Report
As needed, develop data collection tools, project database, including data consolidations, analysis, and write-up for partners and project team.
As needed, facilitate meeting with partners and stakeholders
