Context:

The International Organization for Migration (IOM) Thailand implements a range of national and regional projects aimed at addressing migration challenges and delivering increased protection and assistance to migrant workers and vulnerable migrants in a whole-of-society approach.

IOM’s Labour Mobility and Social Inclusion (LMI) unit supports a regional, national and local multi-stakeholder approach to promoting safe, regular and orderly labour migration that benefits migrants and society and maximizes the positive impact of migration on sustainable development. To this end, IOM’s interventions on labour migration cover a broad range of topics, including ethical recruitment and protection of migrant workers, skills development and migrant empowerment, access to social protection and support services, and migration, business and human rights.

Under the overall supervision of the Head of LMI and the direct supervision of the Programme Officer (Labour Migration) in Bangkok, the Programme Officer will coordinate the implementation of LMI projects, especially in relation to the migration, business and human rights work undertaken by the CREST and Ship to Shore projects.

Core Functions / Responsibilities:

1. Assist in supervising the coordination, implementation, monitoring and evaluation of CREST project activities, including facilitating the timely delivery of annual work plans, annual reports, budget, and Standard Operating Procedures (SOPs), across other International Organization for Migration (IOM) Country Offices (COs), including budgetary, administrative and technical monitoring in line with IOM policies and practices, and donor requirements.

2. Support the review of project strategies, document operational challenges and risks, and propose viable solutions for CREST activities. Collect and analyze Monitoring and Evaluation (M&E), situational and budget monitoring data and information to document unforeseen problems or opportunities that may require new strategies or a redesign of the activity/intervention.

3. Support in conceptualizing and developing project tools, project proposals, and other outputs by providing technical inputs and information.

4. Organize and support the facilitation of key meetings for project governance, including monthly regional coordination meetings, ensuring a record of project documents including minutes is maintained.

5. Document and evaluate project results and recommend appropriate action to increase effectiveness.

6. Draft or provide regular project progress updates, with key results and challenges, to Project Managers and team members on the status of project and project components, identifying areas for improvement and recommending improvements.

7. Support the Head of LMI and the Programme Officer (Labour Migration) in engagement with donors and for resource mobilization as required and provide information on project design, scope, schedule, budget, financing and contractual arrangements

8. Based on priorities identified in the project document and with advice from the supervisor, coordinate and implement key regional initiatives, including regional conferences, and regional studies commissioned under the mission’s Migration, Business and Human Rights Portfolio.

9. Support liaison with key stakeholders including, donors, government counterparts, Civil Society Organizations (CSOs), and the United Nations (UN) counterparts to help generate buy-in and synergy for project implementation

10. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development Studies, Social Studies, International Relations, Political Science, Statistics, Economics, Business, Public Policy or a related field from an accredited academic institution with two years of relevant experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Relevant professional experience working on labour migration, policy development, intergovernmental relationship, stakeholder liaison;

• Relevant professional experience working on migration, business and human rights topics in a country specific and regional context;

• Demonstrated experience in project development, implementation, analysis and evaluation, including for private sector partners;

• Experience liaising with the private sector, civil society organizations, governmental and diplomatic authorities and international organizations in relation to migration, business and human rights issues;

• Proven experience in sociological field research is an advantage;

• Previous experience of working in the area of private sector partnerships is a distinct advantage;Understanding and experience working with labour migration policy development, international human rights instruments and tools as well as standards relevant to migration and/or development issues, ideally within South-East Asia and/or Asia-Pacific.

Skills

• Knowledge and understanding of key issues and players pertaining to labour migration, policy development, ethical recruitment and human trafficking.

• Expertise in knowledge product development such as guidance, guidelines, toolkits is a great asset.

• Certifications in any of the social auditing, human rights standards is an advantage.

• Knowledge and understanding of migration issues in Thailand.

• Strong quantitative and qualitative research skills.

• Ability to work in a multicultural team and with counterparts at different levels.

• Teamwork oriented but with a capacity to work independently.

• Liaison with government counterparts, donors, UN agencies, private sector partners and/or non-governmental organizations.

• Developing, managing, implementing and coordinating – human rights and/or development programmes is a distinct advantage,

• Sound knowledge of programme implementation and evaluation,

• Excellent writing, planning, communications, and organizational skills.

• Demonstrated ability to meet deadlines and to write clearly and accurately.

• Computer literate.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Khmer, Burmese, Lao is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
