Reports to: Area Program Manager; functional reporting line to the Monitoring & Evaluation Coordinator

Position Purpose

The Monitoring & Evaluation Officer (MEO) provides overall support to program monitoring, including, tracking the progress of activities, ensuring data quality, and contributing to staff capacity building initiatives. S/he is primarily responsible for implementing the M&E Plans and initiatives of the projects within the Area Program.

This position contributes to monitoring and measuring impact over time, and helps identify causes of potential bottlenecks in implementation and reasons for not meeting indicator targets. **

Responsibilities

Key Result #1: Monitor Program Implementation and Indicator Performance (50%)

  • Keep track of project/ program activities as presented in the Detailed Implementation Plan (DIP) to see if activities are implemented on time, on budget, and following quality standards;
  • Work with M&E Coordinator in identifying and defining the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects;
  • Conduct regular project/ field monitoring visits to discuss the status and /or progress made with relevant stakeholders; using M&E reporting tools such as KII, FGDs, etc.;
  • Support staff in the use of monitoring instruments/tools, and on a collection of quality data, ways to properly document and organize and capture program progress;
  • Analyze the factors, using field reports and observations, that leads to non-completion or delay in the implementation, and report to the Area Program Manager and M&E Coordinator;
  • Work with the Implementation Team to identify implementation bottlenecks and recommend solutions, particularly those affecting the indicator targets;
  • Promote /reinforce the participatory approach in M&E within FHP and its partner and guide the project team to better understand and practice results-based M&E.

Key Result #2: Data Quality, Baseline, and Evaluation (40%)

  • Work with Field Officers to ensure reports are encoded on WorldLink 3 and Smartsheet in a timely manner; conforming to the M&E requirement to capture sector initiatives;
  • Validate, clean, and analyze data to provide information for implementation review and reporting;
  • Document and disseminate learnings and observed results; and ensure these are captured in the reporting documents;
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions to the M&E Coordinator;
  • Carry out data quality assessment, conduct periodical critical reflection time with staff in order to incorporate lessons learned in the Annual Workplan and Budget Plan;
  • Support the facilitation of M&E activities, including but not limited to baseline and evaluation activities;
  • Submit reports as required by the supervisor;
  • Support on periodic data collection, supervision of enumerators, and or volunteers;

Key Result #3 Human Resource, Administrative, and Finance Requirement (5%)

  • Prepare timely request and liquidation of cash advances in accordance with FH Policy;
  • Ensure proper storage and careful use of all project supplies and equipment;
  • Immediately report to the Area Program Manager any untoward incident and overall well-being in times of emergencies/crisis Situations.
  • Comply with all FHP policies and procedures, including but not limited to the Code of Conduct, FH Safeguarding, FH Heartbeat, and other related policies.

Key Result #4 Personal Development and Learning (5%)

  • Pursue ongoing training, professional and personal development in the form of seminars, conferences, and online learning opportunities.

● Ability to travel up to 30 % of the time per year in the Area Program and other locations as instructed by the line manager.

Education: Bachelor’s Degree in development studies, education, economics, statistics, or similar field from a four-year college or university; or equivalent combination of education and experience. A Master’s degree is an advantage.

Experience: At least 3-5 years of relevant experience in development work, preferably 2 years in a similar role; Experience in project management cycle, particularly monitoring and evaluation; Experience with frequent travels and monitoring in the field and facilitation of baseline, midterm, and final evaluations. Direct experience with INGO, preferably child-focused agencies

Supervisory Responsibilities: This position does not have direct supervisory responsibilities.

Language: Proficiency in spoken and written English, Tagalog, and local language (a plus). Ability to write reports, business correspondence, and training guides. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
