Context:

Under the overall supervision of the Chief of Mission (CoM) in Ukraine, the direct supervision of the Programme Manager (IM&MEL) and in close coordination with all Project Managers in the Response, Recovery and Resilience Unit (RRR) of the Mission as well as the Country Office’s (CO) Policy, Liaison and Programme Development Unit (PLPD), the Monitoring and Evaluation Officer will be responsible and accountable for assisting with crosscutting Monitoring and Evaluation (M&E) needs of the International Organization for Migration (IOM) Ukraine, especially those related to humanitarian response and recovery.

Core Functions / Responsibilities:

1. Monitor and maintain the M&E system of RRR to generate regular information related to its progress.

2. Based on IOM’s guidance on Monitoring and Evaluation (M&E), contribute to the development of data collection tools in accordance with results frameworks across RRR projects.

3. Conduct regular monitoring of results through regular data collection and analysis to enable reporting progress against indicators from the Results Matrix.

4. Provide guidance and training on the implementation and effective use of M&E tools for staff to support and improve results monitoring, analysis, and reporting.

5. Perform preliminary analyses on monitoring data and provide recommendations to implement adjustments to existing M&E system and mechanisms.

6. In close collaboration with the Reporting Officer, produce and provide data and information on programmes implemented to support the development of reports as required that are used for internal and external publications, with particular focus on programming outcomes and changes brought about by activities across the different programming components and initiatives. Document good practices and lessons learned from IOM activities.

7. Provide inputs for the preparation of monitoring plans and the Results in Monitoring Framework, conduct regular monitoring, and produce monitoring reports as and when required, including through visits to project intervention sites (in-person and/or remotely) to enable the quality delivery of inputs. Identify causes of potential bottlenecks in implementation and recommend necessary corrective actions to facilitate the achievement of the expected results.

8. Provide technical support to program staff in implementing M&E activities, communicating monitoring findings and recommendations, and in identifying further information needs.

9. Contribute to the development of training materials and communication materials related to the program and M&E system. Train staff members on M&E approaches, skills and tools and provide technical support to staff members for M&E related activities.

10. Monitor associated risks using IOM’s risk management plan in Project Information and Management Application (PRIMA). Encourage and support regular communication with project management in relation to monitoring the pre-identified risks, as well as new potential risks, and to help ensure that proposed mitigation/treatment plans are still relevant.

11. Assist Project Managers with planning and management of project evaluations to help ensure that all projects have sound evaluation plans, in close coordination with IM/MEL Manager and the PLPD unit.

12. Liaise as relevant with PLPD unit to provide inputs into development of M&E aspects of new projects related to the RRR Unit.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social or Political Sciences, Economics, Management or a related field from an accredited University with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Minimum two years of experience in the field of monitoring and evaluation;

• Experience with monitoring and evaluation in humanitarian contexts;

• Experience in the development of training materials and conducting trainings;

• Experience using qualitative and quantitative data collection methodologies including survey design, as well as participatory approaches, and preferably related to migration issues;

• Experience in liaising with development partners, including UN agencies, other international agencies, non-governmental organizations, governmental authorities and academic institutions; Experience in team management is required, experience with remote management of field operations is an asset,

• Work experience in/familiarity with the region is an asset.

Skills

• Knowledge of and experience in working in migration issues with a focus on displacement.

• Knowledge of the IOM project cycle, project development and M&E standards.

• Knowledge of UN and IOM programming.

• Knowledge of Accountability to Affected Populations (AAP) an asset;

• Excellent knowledge of M&E concepts and techniques including evaluative methodologies and results monitoring.

• Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high-quality reports.

• Proficient in the use of a statistical software (such as Excel, Stata, SPSS or R) and Excel is an asset.

• Knowledge of a publishing software (Publisher or InDesign) is an advantage.

• Knowledge of collaborative platforms such as Microsoft Teams, SharePoint, OneDrive, Trello or Basecamp an advantage.

• Advanced research, writing, outreach and communications skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of

Ukrainian or Russian languages is an advantage.
