Invisible Children

1. Background

Founded in 2004, Invisible Children (IC) is a non-profit organization working to end violent conflict and foster thriving ecosystems in solidarity with the world’s most at-risk communities. IC works in close collaboration with national actors, with an aim to strengthen local capacity and promote greater autonomy and true partnership. IC recognizes the critical importance of developing a robust, evidence-based, and values-based monitoring, compliance and accountability framework for itself and its partners.

Presently, IC implements programs in partnership with local civil society organizations in Democratic Republic of Congo (DRC), the Central African Republic (CAR), South Sudan, and Sudan. Specifically in the CAR, IC is implementing two (2) multi-year projects focused on locally-led peacebuilding and atrocity prevention, including one funded by the U.S. Agency for International Development (USAID).

2. Overview, Purpose & Scope

Invisible Children (IC) is commissioning a consultancy to improve its Partnership and Accountability practices. The purpose of the consultancy is to review current practices for monitoring partners for compliance and accountability, propose remedial actions on specific gaps, if any are found, and to propose a revised framework for IC’s partnership approaches, with a focus on issues of quality, accountability and compliance.

The consultancy and the resulting framework will inform IC’s overall operations. The research work is expected to take place in October 2023, with two (2) weeks in IC’s Central African Republic (CAR) offices and one (1) week of home-based preparation work and report writing. At least two projects / partners will be examined during the consultancy. Specifics will be agreed upon between IC and the consultant.

Through this consultancy, IC aims to:

  1. Better understand its current Partnerships framework and Accountability systems and tools
  2. Develop an organization-wide Partnership framework that will help ensure program quality, accountability, compliance and impact, and embody IC values,
  3. Strengthen our accountability system and tools as it relates to existing and upcoming projects.

3. Deliverable(s)

Interim briefings on progress.

A report including findings, recommendations and a revised framework will be the unique deliverable.

4. Qualifications & Experience

Competencies and experience include:

  1. Proven track record of reviewing systems, interactions between grantors and sub-awardees, and proposing frameworks that can be scaled to the level of the whole organization.
  2. Experience working with socially and environmentally responsible organizations that work internationally as well as domestically.
  3. Familiarity with compliance and accountability frameworks applied in the field of humanitarian aid and international development.
  4. Familiarity with US government rules and regulations
  5. Experience of working in complex and unstable environments.
  6. Fluency in English and French; and
  7. Willingness and ability to travel to CAR

The deadline for submission of applications is October 12, 2023 at 17h00 ET. IC plans for this consultancy to begin by October 20, 2023. Due to this limited framework, applications will be reviewed on a rolling basis and candidates are invited to apply early.

IC requests proposals not to exceed three (3) pages, that illustrate how the consultant will approach and budget the above tasks within the timeframe given.

  2. A daily fee (all ancillary costs, such as international and domestic travel, accommodation, etc. will be borne by IC).
