Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Senior Operations Officer (Transit Centre), the successful candidate will be responsible for providing technical support and coordinating the implementation of programme and monitoring and evaluation activities of the Assistance project.

Core Functions / Responsibilities:

  1. Contribute to the development of and implement a project M&E system to generate regular information related to project progress.
  2. Review common indicators for data collection, assist in developing data collection tools/templates, and implement regular data collection/generation processes.
  3. Provide technical support to project staff on implementing the M&E system and logical framework and liaise with project management to collect and analyze data and to report on the status of project progress and achievements.
  4. Collect, check, verify and compile data from the field as stipulated in the M&E guidelines and system.
  5. Train staff members on M&E approaches, skills and tools and provide technical support to staff members for M&E related activities.
  6. Contribute to the development of Post Descriptions (PD), training materials and communication materials related to the project and the M&E system.
  7. Draft monitoring plans, participate in monitoring visits as required and regularly monitor project interventions to facilitate the quality delivery of inputs and the achievement of expected results.
  8. Work closely with the project team and relevant stakeholders to facilitate the monitoring and evaluation of project interventions.
  9. Perform such other related duties as required.

Required Qualifications and Experience:

Education

  • Master’s degree in Development, Political, International Relations, Governance or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • At least two years of experience in humanitarian and/or development organizations in developing, implementing and/or coordinating M&E related tasks;
  • Experience in community/development service provision or programming, M&E design, implementation, or both;
  • Experience in quantitative and qualitative data collection and analysis.
  • Practical experience utilizing database software;
  • Experience working for the United Nations, an official mission, non-governmental organization,or relevant government department a distinct advantage.

Skills

  • Sound knowledge and experience on writing reports;
  • Good interpersonal, communications, and facilitation skills;
  • Strong statistical skills including knowledge of Microsoft applications.

Languages

IOM’s official languages are English, French, and Spanish.

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari, Pashto, Farsi is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. This will be verified as part of the medical clearance process.
