Context:

Under the overall supervision of the Senior Regional Policy Liaison Officer, the direct supervision of the Regional Data Hub Coordinator (RDH), and in close collaboration with Regional Thematic Specialist (RTS) and other colleagues at the Regional Office and RDH, the successful candidate will support the Regional Data Hub to enhance the data analysis and research capacity of the Regional Office (RO Cairo), undertaking the primary data analysis, and supporting with the design of quantitative methodologies and tools of large-scale assessments, ad hoc surveys, and other data collection exercises in support of the Regional Data Hub Strategy, the RO MENA Regional Strategy and the Strategic Vision in coordination with the Global Data Institute (GDI).

Core Functions / Responsibilities:

  1. Research, analyze, and report on migration and displacement data in the MENA region. Conduct literature/desk reviews and carry out in-depth data analysis of the datasets collected for research studies. Produce, analyse, draft and edit in-depth reports, factsheets and analysis on migration, displacement, return and reintegration related to MENA region context. Assist in the interpretation of findings for research reports, briefing notes, policy papers, and other materials as required, for academic journal and other IOM publications.
  2. Contribute to the development and implementation of IOM data and research initiatives at the national and regional levels in the MENA region, in line with IOM’s Migration Data Strategy, continental frameworks relevant to data, agreements, policies and standards and provide technical support.
  3. Participate in inter-agency, regional and global meetings, and workshops on technical data and research matters, in close coordination with relevant colleagues in the RO, checking if IOM global and regional capabilities are well reflected both on migration and displacement in close coordination with relevant departments.
  4. Provide technical and administrative inputs for the promotion of strategic partnerships, such as the African Union (AU) Pan African Institute for Statistics (STATAFRIC), the African Migration Observatory (AMO) and African Migration Data Network (AMND) in line with IOM’s Strategic Vision and relevant to the achievement of IOM’s Migration Data Strategy objectives, and MENA and Strategy for the Gulf.
  5. Contribute to coordination through regular meetings and information sharing with IOM Country Offices data and research officers/units and with other regional data hubs, RTSs, M-HUB, relevant HQ departments and Global Data Institute (GDI), including by maintaining a regional repository of data, information products and tools used at country offices and capacity development trainings in relation to data and statistics.
  6. Carry out geographic and thematic analysis, and document issues of relevance to the current displacement, returns and reintegration, durable solutions and climate-induced trends in MENA region. Research emerging issues relevant to data and research and contribute to the development of thematic reports together with RTSs and the RDH Coordinator.
  7. Contribute to the development and implementation of data innovation initiatives at the regional level, including by informing on the ethical and responsible use of new data sources and innovative methods to analyse mobility and migration patterns, in close collaboration with the Big Data for Migration Alliance (BD4M) partners and coordination with the GDI. Provide technical support for the development of dissemination products such as web-based dashboards for a technical and non-technical audience.
  8. Liaise with academic institutions and collaborate with partners for the implementation of joint research products and dissemination events; liaise with Mixed Migration Hub (MHUB) colleagues and identify possible synergies in the work of IOM/RDH and MHUB and help capitalize on existing resources. Provide technical support for the drafting of MoUs and the implementation of activities with relevant partners and stakeholders.
  9. Support the RDH and RTSs (Regional Thematic Specialists) at RO Cairo and country offices to help advance the work on the socio-economic conditions of migrants and displaced population at country and regional level. Utilize existing tools to assist in further developing it, as well as the corresponding methodology, and contribute to the production and dissemination of reports, policy briefs and other publications.
  10. Support DTM regional and country teams to collect and analyze data from the MappingMobility Impact DTM global exercise thus contributing to IOM Regional Strategic Preparedness and Response Plan and its Pillar 2 “Tracking Mobility Impact”.
  11. Provide technical support to the Policy Unit at RO as requested.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Statistics, Economics, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience working with the analysis of large datasets;
  • Experience in analysis of time series; and,
  • Extensive experience in a variety of statistical software like SPSS, R, SAS, STATA.

Skills

  • Demonstrated quantitative analysis component an advantage;
  • Ability to finalize survey findings’ tables and statistical reports; and,
  • Knowledge of migration-related issues particularly with regard to the Middle East North Africa and sub-Saharan Africa.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French or Arabic is an advantage.
