CARE Niger is seeking an experienced and talented Monitoring & Evaluation (M&E) Lead who will be accountable for full-cycle monitoring and evaluation activities for the five-year Hamzari Program (October 2018 – October 2023), funded by USAID’s Bureau for Humanitarian Assistance (BHA).

Hamzari is a USD $33 million Resilience Food Security Activities (RFSA) with a mission to enhance food, nutrition, and economic security, targeting vulnerable communities based on indications by the Government of Niger. Now in its third year, the program aims to directly impact 142,000 unique participants across these communities. The goal of Hamzari is to increase sustainable, equitable, and resilient food and nutrition security for vulnerable groups.

The M&E lead is one of five designated key personnel on the Hamzari program. In addition to being accountable for full-cycle M&E activities for Hamzari, s/he will develop and put in place systems that focus on activity quality and sustainability and will oversee the development and implementation of the M&E plan; use indicators to evaluate progress; ensure real-time learning; support partner M&E capacity building; and contribute to the creation of Hamzari’s learning agenda. The person in this role will also be responsible for developing a methodology and tools to design an evaluation of the program.

Reporting directly to the Chief of Party, the M&E Lead will also ensure timely and accurate reporting as required on program indicators on a quarterly and annual basis. S/he will demonstrate expertise and leadership as well as strong technical skills to generate and analyze quality evidence and data through monitoring, assessments, and evaluations. S/h will partner closely with the Chief of Party to coordinate with partners and stakeholders to develop highly effective implementations.

Responsibilities:

  • Develop and oversee M&E activities and systems of the program
  • Contribute to a learning environment leading to quality implementation
  • Staff supervision, management and coaching
  • Develop and maintain strong partnerships internally and externally

Qualifications:

  • Bachelor’s degree in Economics, Agriculture/development economics or a related field. Master’s degree preferred
  • A minimum of 8 years of directly related experience with significant expertise in qualitative methods. Strong familiarity with USAID BHA and other donor M&E requirements
  • At least 5 years of experience as a lead M&E Specialist for BHA RFSA or programs of equivalent size and complexity.
  • Demonstrated experience in building or strengthening monitoring systems, qualitative and quantitative analysis, survey and sample design, and effectively promoting evidence-based program management.
  • Demonstrated experience developing, leading, and operationalizing a comprehensive M&E component of a large donor-funded award. Previous experience with USAID/BHA programs is required.
  • Knowledge of Theories of Change, logic models, food and nutrition security indicators, M&E plans, data quality assurance, data utilization, and gender integration into M&E
  • Demonstrated ability to build and maintain partnerships and productive working relationships with a wide variety of stakeholders, both internal and external to the organization.
  • Demonstrated and proven leadership skills and capabilities
  • Ability to translate complex and complicated ideas into easily accessible and understandable concepts and/or messages
  • Excellent, high-level, demonstrated written and oral communications skills in English is required
  • Full professional proficiency in French is required
  • The ability to travel to program areas in Niger is required
