Global Communities is responding to the crisis in Ukraine, delivering humanitarian, recovery, and development assistance through a community-led response. Global Communities’ response is designed with the goal of saving lives, reducing suffering, and addressing urgent needs while supporting communities to lead their own response and prepare for recovery.

Through our BHA-funded Community-Led Emergency Action and Response (CLEAR) program, GC aims to provide protection, shelter, and water, sanitation and hygiene (WASH) assistance to displaced and war-affected people, while supporting communities to lead their own response. CLEAR’s localized approach prioritizes capacity building of local civil society organizations (CSOs) to be effective responders. The project will be performing a Rapid Needs Assessment to inform interventions within prioritized communities.

Scope of Work

Global Communities is looking for an M&E consultant to support the development of CLEAR’s Rapid Needs Assessment (RNA) methodology. The Consultant will also provide generalized M&E support to enable effective M&E system startup. Specifically, the M&E consultant will:

  • Develop RNA methodology
  • Identify and prepare data collection platform and tools for the Rapid Needs Assessment
  • Prepare training materials for partner organizations as needed for the Rapid Needs Assessment
  • Develop the Rapid Needs Assessment Tool, ensuring the tool includes questions that will help shape response strategy. This may also include information for project indicators requiring a baseline value
  • Conduct the analysis and interpretation of results and draft report for the RNA, as needed

The consultancy will be approximately 25 working days with possibility for extension (within the period of July-September 2022). All work can be carried out remotely.

Qualifications & Experience

  • Bachelor degree from an accredited academic institution, preferably in social sciences, political science, development, international relations, human rights, humanitarian law or related field. Master’s degree preferred.
  • 5-7 years of demonstrable experience with I/NGOs and/or UN in designing and implementing monitoring and evaluation systems and/or rapid needs assessments, including at least 2 years of experience with humanitarian assistance programs
  • Experience with collecting and analyzing quantitative and qualitative data
  • Proficiency in electronic data collection software (i.e. Kobo / CommCare)
  • Experience supporting BHA (or OFDA) humanitarian awards preferred
  • Excellent written communication skills
  • Ability to meet deadlines, work with a minimum of supervision, and deliver quality products is essential.
  • Fluency and excellent writing skills in English.
