BACKGROUND

The Mixed Migration Centre (MMC) is a global network engaged in data collection, research, analysis, and policy and programmatic development on mixed migration, with regional hubs hosted in DRC regional offices in Africa, Asia, Europe and Latin America, and a small global team in Geneva. MMC is a leading source for independent and high-quality data, research, analysis and expertise. MMC’s overarching focus is on human rights and protection for all people on the move. The three overall objectives of the MMC are:

  • To contribute to a better, more nuanced and balanced understanding of mixed migration (knowledge)
  • To contribute to evidence-based and better informed migration policies and debates (policy)
  • To contribute to effective evidence-based protection responses for people on the move (programming)

MMC is part of and governed by the Danish Refugee Council (DRC). While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policy makers, practitioners, journalists, and the broader humanitarian sector. One of MMC’s flagship projects is 4Mi. 4Mi is a primary data collection initative, where enumerators on mixed migration routes around the world conduct in-depth structured interviews, focusing on protection risks and the conditions and experiences faced by people on the move, as well as their motivation for migration. Analysis of 4Mi data is disseminated through 4Mi Snapshots, research reports, and presentations.

PURPOSE OF THE CONSULTANCY

Due to the fluctuating nature of information needs and requests, MMC requires analysis support on an ad hoc basis, to fill gaps and provide surge capacity. MMC is inviting proposals from consultants, accompanied by a budget stating hourly fees, that will fill the requirements as detailed in this Terms of Reference.

ACTIVITIES

  • Responses to data requests. This comprises data processing and analysis in line with the 4Mi methodology and general approach:
    • Based on 4Mi datasets, merge, extract and otherwise process the data as required in preparation for analysis
    • Conduct analysis (primarily descriptive statistics) of the dataset as requested by MMC
    • Deliver clear tables and visuals presenting the analysis, with notes on the dataset and the analysis process, in accordance with MMC guidance and branding
  • Occasionally, draft narratives (including report text) summarizing and interpreting the analysis, for MMC analysis products, including publications.

DELIVERABLES

  • XLS/CSV files comprising analysis as requested by MMC, as well as visuals (potentially delivered using another Microsoft program), in line with the formats defined by MMC
  • Files comprising narrative descriptions of results as well as the datasets analysed and the analysis process, in line with the specific requirements for the task
  • Timely completion of documentation logging the number of hours of work completed.

TIMELINE AND PAYMENT SCHEDULE

This assignment comprises 150 hours of analysis work over 4 months, September-December. Payment will be calculated on an hourly basis, and the consultant will receive 30% of the total fee at the signature of the contract, 30% midterm, upon MMC’s receipt of satisfactory deliverables, and 40% at completion of the hours allocated and receipt of satisfactory deliverables.

TERMS AND CONDITIONS

  • The Consultant will report directly to Jane Linekar, the 4Mi Global Coordinator. They are also likely to interact with other MMC staff according to the specific task.
  • MMC is responsible for making the 4Mi data available for processing analysis; for ensuring clear communication of the requirements and expectations for each analysis task; and for providing timely input/feedback and guidance to all aspects of the consultant’s deliverables
  • This is a consultancy to respond to gaps and provide surge capacity. Efforts will be made to spread the work evenly and communicate needs early, but regular work cannot be guaranteed, and requests may be made at short notice.
  • This is a home-based consultancy.
  • All candidates must have a company registration.

CONSULTANT PROFILE

  • Researcher/analyst, with an advanced degree in the social sciences.
  • Expertise in migration and displacement.
  • Expertise in quantitative analysis of survey data, familiarity with MMC and 4Mi data analysis preferred
  • Knowledge of a range of analysis software
  • Demonstrated experience of producing analysis, and preferably of writing research publications
  • Excellent communications and teamworking skills
  • Flexibility to respond rapidly to requests; ability to work under pressure, meeting deadlines while maintaining quality

For the award of this project, the evaluation criteria below will govern the selection of offers received. The evaluation is made on a technical and financial basis.

All bidders must obtain an average score of at least 50%[JL7] for the total technical scoring, in order to proceed to the financial evaluation. The financial offer will then be weighed against the technical offer.

Confidentiality

All information presented, obtained and produced is to be treated as DRC’s property and is considered as confidential for all other purposes than what is outlined in the terms of reference.

The selected consultant, upon signing of the contract, is required to sign a confidentiality agreement. The material prepared by the consultant cannot be sold, used or reproduced in any manner (partially or in full) by the consultant without prior permission from DRC-MMC.
