POSITION SUMMARY:

HIAS seeks a consultant/s to conduct a rapid multisectoral assessment for Internal Displaced Populations in Mexico affected by violence in the States of Tijuana, Baja California; Tamaulipas, Sonora; Ciudad Juárez, Chihuahua.

In addition, the consultant/s will conduct a multisectoral assessment to the ongoing programs of HIAS in the following locations:

  • Chiapas: San Cristóbal, Tuxtla Gutiérrez
  • Querétaro: Santiago de Querétaro
  • Puebla: Puebla City
  • Mexico City

The goals of this assessment are:

  • To identify protection, mental health and psychosocial and gender-based violence issues, as well as experiences in affected refugees, migrant and IDPs communities in selected locations, including explicit attention to women, adolescent girls, and LGBTQ+.
  • To understand the existing network(s) of mutual support and landscape including women’s rights organizations and other groups supporting the well-being of affected communities, including GBV survivors, women, girls, adolescent girls, and LGBTIQ+.

Information from the assessment will be used to inform current programming, determine HIAS’ added value in establishing new programs and services, and ensure that program design is relevant to the needs and experiences of communities, including women, adolescent girls, and LGBTIQ+. The consultant will work in close coordination with the Country Director for HIAS in Mexico, the MEAL Manager and HIAS partners on the ground, with support from the technical team.

OVERALL OBJECTIVES:

  • Data analysis: review and map out relevant public information related to IDPs, and identify reliable sources of information, as well as lack of it. Once having identified public and open-sources of information, the consultant will have to cross information and find relevant patterns or gaps, including data consistency, coherence and reliability.
  • Law and policy mapping regarding the internal displacement in selected locations. Includes carrying out desk-research related on legislation and/or eventual public policies that impact internally displaced people.
  • Identify internally displaced communities in selected locations, and recognize trends in protection issues, including access to services and rights. The consultant will make sure to identify key informants and local representatives of such communities, making sure that their inputs are taken into consideration for the identification of public policies vacuums, as well as proposals to address the lack of access to services and rights for IDPs.
  • Multisectoral needs analysis in current projects managed by HIAS in Mexico under PRM funding in selected locations.
  • Develop a report that includes relevant recommendations for IDP interventions based on needs and HIAS’ areas of programming.
  • Develop and present results and recommendations for HIAS staff resulting from the consultancy.
  • Identify and map the current services available and local responses (including strengths and gaps of existing networks and services).
  • Identify other protection, mental health, and GBV gaps facing marginalized IDP communities, including indigenous areas in all locations. The consultant will need to understand the perceived and identified needs among community members.
  • Identify possible referral pathways for GBV and MHPSS services.
  • Determine HIAS’ value add responding to the crisis, complementing current services. Propose possible responses to address each need/problem identified, including how to make sure the support given meets with local and international standards.

SPECIFIC OBJECTIVES:

  • Design the protection needs assessment methodology guide in Spanish (desirable) and English. This should outline the sampling approach for adequate representation, align with the required information from institutional donors such as BHA, PRM and the UN and ethical and quality standards for MHPSS and GBV assessments, and center the voices of affected populations.
  • Seek out and meet with national and international organizations currently providing services to migrants and asylum seekers, including women’s rights organizations, CBOs, etc, in coordination with HIAS the Country Director and HIAS’ partners. In particular, meet with key partners to understand the protection and humanitarian landscape and to discuss best practices learned from engaging with the community.
  • Provide a report of information, insights, and recommendations. The report should be clearly structured, document and analyze the findings, conclusions and recommendations. The report will include partner mapping and recommendations, needs assessment of the targeted population, gap analysis, target geographic recommendations, process and gaps, and the donor landscape.

DELIVERABLES:

  • Report mailing existing information and data sources on internal displacement and Internally Displaced People, including IDP movement and Law and Public policies in Mexico.
  • Georeferenced displaced communities according to city, neighborhood, size, region of origin, ethnicity (if applicable), specific needs according to internal categories.
  • Final assessment, including main findings and proposals for policymakers and direct assistance to IDPs, migrants and refugees to improve access to services and relevant rights.
  • Power point presentation describing the assessment process, results, and recommendations.
  • Qualitative evaluation of HIAS PRM funded programs in México’s pertinence and programmatic recommendations.
  • Completed Assessment Guide and tools in Spanish (desirable) and English.
  • Summary Report (3-5 pages excluding list of organizations consulted, including top line briefing to share with donors and external audiences.
  • Initial concepts targeting USAID/BHA, PRM and UNHCR for humanitarian intervention based on assessment reports.
  • Final oral debrief to HIAS Programs team and Mexico CD and HIAS LAC Regional Office.

QUALIFICATIONS & REQUIREMENTS:

  • At least 5 years of relevant humanitarian and protection experience, including demonstrated understanding of IASC guidelines and protection standards.
  • Relevant experience in project assessment and/or evaluation, including analysis and report writing assignments.
  • Previous experience working directly with marginalized populations, including IDPs, migrants and asylum seekers. Experience with trauma informed service provision preferred.
  • Demonstrated understanding of potential risks related to forced migration and sexual and physical violence.
  • Commitment to HIAS values and the rights of women, girls, and LGBTQ+
  • Prior experience working in the Mexico context preferred; Candidates from the region strongly encouraged to apply
  • Spanish and English fluency required.
