MEL Specialist

ABA ROLI MEL office is looking for a dynamic team member to fill the position of MEL Specialist. MEL Specialist at ROLI works across regional divisions and programs in supports of design, development and implementation of monitoring, evaluation, and learning function and activities. The candidate would be interested in and passionate about supporting processes and strategies for increasing use of performance monitoring and evaluation information for decision making. The specialist will serve as an in-house technical support for performance management system implementation at ABA ROLI and work with staff to collect and report on meaningful data. The incumbent also participates in program design and proposal development, trains staff on MEL principles, processes and tools, and is involved in quantitative and qualitative data collection, analysis and use.

The specialist would join a team located in Washington DC area, with flexible telework arrangements and some in person work commitment. Work relationships span all of ABA ROLI country offices – across time zones and cultures.

Job Summary

Supports the design, development and implementation of monitoring, evaluation, and learning function and activities of ABA ROLI programs and implementation of ABA ROLI MEL policies. Serves as an in-house technical support for performance management system implementation. Works with program staff to produce data dashboards and integrate data in proposal documents and reports. Trains staff on MEL principles, processes and tools, including quantitative and qualitative data collection, analysis and use. Supports program level data quality assessments and internal evaluations.

Responsibilities

Supports implementation of tools and templates for planning, data collection, and monitoring by programs.

Assists staff in integrating MEL principles and activities during program startup and implementation.

Works with program staff to produce data dashboards and integrate data in proposal documents and reports.

Collaborates with subject matter experts to set indicator targets.

Serves as in-house technical support for performance management system (Devresults) implementation.

Supports program data quality assessments.

Facilitates collection and sharing of learning from program MEL activities.

Identifies needs for the MEL hub.

Identifies training needs and works with the MEL team to develop and deliver trainings.

Represents ABA ROLI at internal and external fora related to MEL issues.

Performs other related duties as required

Required Qualifications

Possession of a Bachelor’s degree from an accredited college or university.

2 years of experience working on monitoring, evaluation, and learning domestically or internationally.

Demonstrated skills in Microsoft Office, Microsoft Excel, and Microsoft PowerPoint.

Demonstrated skills in working with databases such as Access or other.

Preferred Qualifications

Experience or classwork relevant to monitoring, evaluation, learning, data collection or analysis.

Master’s Degree

Relevant foreign language such as Spanish, French, Arabic, or Russian

Physical Requirements

Typical office work environment

Extent of Travel Required in the Job

As a normal course of business, this job will typically require travel of up to 20% of the time.
