MEL Manager – EOI

About the Project – Australia Assists is DFAT’s flagship humanitarian technical assistance program. The managing contractor is responsible for deploying technical expertise to areas affected or prone to be affected by disasters, conflicts and humanitarian emergencies. The creation and maintenance of a humanitarian roster, alongside training and capacity strengthening of partner governments are key activities within the program.

About the Role – The MEL Manager will be responsible for the Monitoring, Evaluation and Learning component of Australia Assists, including the development of the Monitoring, Evaluation and Learning Framework (MELF), the production of reports for DFAT, and the evolution and improvement of the program as it pertains to MEL capabilities.

Key Responsibilities

· Manage/oversee engagement with stakeholders to refine, and continually improve, the draft Program Theory of Change and MEL Framework (MELF) to DFAT’s standards.

· Manage/oversee the development, implementation and maintenance of the Information Management System (IMS)

· Finalise the MELF with DFAT and support its implementation across the Program, reviewing and updating throughout the contract period as required, at least on an annual basis.

· Provide input into the design, and quality assurance, of MIS and other data collection systems to ensure effective data collection, tracking and reporting information collected under the MELF.

· Guide the MERL Manager in the design and development of ME RL tools and templates, data collection, analysis and reporting of MELF deliverables.

· Mentor the MERL team and recommend targeted MERL training and support for staff with MERL responsibilities to foster a culture of shared learning and expertise, and build long term sustainable skills and knowledge, particularly during capability strengthening deployments.

· Quality assure all MELF milestone deliverables.

· Support the engagement and oversight of external organisations/individuals contracted to undertake MERL activities.

· Recommend targeted thematic studies or assessments required to improve program implementation.

· Guide specialist team members in the interpretation and presentation of MELF data to improve the readability of key program milestones, including for the capture and report on data disaggregated for GEDSI

· Coordinate knowledge management through identification of lessons learned from the P rogram to be communicated internally and externally.

· Responsible for the collation and analysis of data to consolidate program performance targets and reporting against those set out in quarterly progress reporting

About You

· A degree in a relevant discipline or equivalent level of experience.

· Demonstrated commitment to equity, diversity and inclusion, particularly in a multi-cultural environment.

· Experience managing MEL within large, donor-funded humanitarian programs.
