Main responsibilities

Under the hierarchical and technical responsibility of the Deputy Medical Director, and by delegation of authority, the Medical Strategy & Operational Support, in line with Strategic and Medico-Ops plans & objectives:

  • Provide support to Medical Coordinators/ Projects Medical Referents on medical strategies.
  • Monitors thematic & health conditions, contexts, actors mapping & humanitarian needs, and contribute to build/strengthen capacities, to watch & detect relevant resources, interesting opportunities, medical innovations and operational design or synergy to address the most recurrent or complex challenges.
  • Collaborate with the GIS team in collaboration with the Head of Epidemiology and in consultation with the Deputy Medical Director to improve reactivity, consistency, relevance, and collaboration by providing support in coordination, prioritization, work plans and productions.
  • Promotes a synergistic approach within the region, organize meeting and contribute to create/maintain a network of relevant humanitarian & political stakeholders, medical resources & academic contacts to contribute to the best knowledge of the regional environment for WaCA’s projects.
  • On request or after validated proposition from Deputy Medical Director, the Medical Strategy & Operational Support:
  • Helps on identification of priorities, ways and means to address essential needs and to ensure appropriate response and tailored operational schemes during emergencies (through decentralized model of care with a focus on Nut/Ped Packages, etc.…),
  • Participate in the development of operational rapid analysis (within 2-3 days) and the redaction of a concept note (within a week).
  • Ensures direct support to project/country teams on any medical strategic dossiers/thematic.
  • Being focal point for some transversal innovative medical topics

On a regular basis, S/He:

  • Ensures documentation sharing, promote, and produce reports, capitalization & lesson learned on main WaCA’s medical thematic such as Nutrition & Epidemic monitoring and emergencies responses.
  • Produces a quarterly, bi-annual & annual reports.

Job requirements

Education

  • A university-level diploma, in medicine or paramedical domain.
  • Master in public health is an asset.

Professional experience required

  • Significant experience of at least 5 years in humanitarian work, including a career within MSF on the field.
  • Successful one experience in the field of humanitarian aid as an MSF Head of Mission, Medical Coordinator or Emergency Coordinator.
  • Extensive experiences of medical and humanitarian environment in West- & Central-African Region.
  • Expertise in the analysis and management of unstable contexts and crisis situations and experience and interest in medical, social, economic, and political issues in countries undergoing humanitarian crises (one-off or long-term) or in the process of development are a plus.
  • Experience of interacting with MSF & partner sections
  • Proven track record in negotiation and networking

Skills/Competencies

  • High level representation and diplomatic skills; an aptitude for negotiation and networking.
  • Strong analytical skills: capacity to develop and implement a Strategic vision.
  • An aptitude for analyzing humanitarian contexts; knowledge of medical issues and MSF’s intervention strategies.
  • A capacity for conceiving and planning medical programs, setting up a network, animating and motivating teams, organizing roles, and delegating tasks.
  • Excellent writing and reporting skills.

Languages Skills

  • Working proficiency in English and French

Computer Skills

  • MS Office suite (mainly MS Word, Excel and Powerpoint)
