The position is to be filled as soon as possible with a contract duration of two years. At the end of the initial two-year contractual period, there are good prospects for conversion of the contract from a fixed-term to an open-ended employment contract. Employment location will be Bonn, Germany.

As disciplinary team lead you will lead the MEAL team of Welthungerhilfe, which is located in the Sector Strategy, Knowledge & Learning Unit. The overarching goal of the Sector Strategy, Knowledge & Learning unit is to continuously improve the quality of program work in Welthungerhilfe’s project countries. Within this specialist group, you will be responsible for the strategic and conceptual development of the MEAL area (Monitoring, Evaluation, Accountability and Learning) within the organization, together with a team of specialists. This is done in close cooperation with our 27 country offices, which are responsible for program implementation within the framework of humanitarian aid and development cooperation.

Your team members will bring expertise in the areas of MEAL systems design and implementation, evaluation, management information systems, complaint response mechanisms, quantitative and qualitative data collection, processing, analysis and visualization, and project/program development (Theories of Change and Logical Frameworks). Together, you will work to effectively integrate the various areas to successfully achieve Welthungerhilfe’s strategic goal of “One Planet – Zero Hunger”.

Your responsibilities

  • As a manager, you will lead the MEAL team of Welthungerhilfe, which is located in the Sector Strategy, Knowledge & Learning specialist group
  • You will strategically develop Welthungerhilfe’s expertise in the MEAL sector and position the organization together with your team in national as well as international (expert) forums
  • You will ensure, in cooperation with the Head of Unit, that the professional quality in the MEAL area is continuously increasing and is geared towards the requirements of the future by observing and critically reflecting on relevant trends and innovations
  • You will pay particular attention to embedding impact evaluation approaches, systems change measurement, and information management systems and processes
  • In your work, you focus on conceptualizing learning-oriented MEAL systems and learning from MEAL processes and data at project, country, and global levels
  • You actively connect with professional networks as well as with external partner organizations, research institutions, think tanks and other stakeholders
  • You will represent Welthungerhilfe through high quality technical contributions in relevant forums and networks

Your profile

  • A university or polytechnic degree relevant to the position and sound competence in the subject area of MEAL
  • At least five years professional experience in the context of development policy, some of it in non-European countries
  • Several years of proven experience in leading teams
  • Extensive knowledge of MEAL systems, including Theories of Change (TOCs), logframes, Data Quality Assurance (DQA) and Collaboration, Learning and Adaptation (CLA), as well as process, resource and competency requirements for MEAL systems at project, country and global levels
  • Proven experience in evaluation, particularly impact evaluation, system evaluation, and project evaluation
  • Proven competence in MEAL-specific methods, including representative surveys, qualitative and mixed methods, and in developing and scaling information management systems
  • Willingness to travel on shorter business trips both domestically and internationally
  • Excellent written and spoken English skills, German and French skills are an advantage
