  1. KEY RESPONSIBILITIES:

Tasks and responsibilities

  • Developing and maintaining monitoring systems and tools on project, programme and country level that is complete, coherent, consistent and manageable.
  • Lead, technically and logistically, data collection tasks during various program stages (such as annual reviews, rapid assessments, etc) (including the use of online tools), analysis of data, presenting findings & recommendations and ensuring that data is accurately included in internal and external reports.
  • Collaborate closely with the field project/MEAL staff to ensure the effective implementation of M&E systems/plans and accountability mechanisms.
  • Capacity development of ZOA staff and partner staff in data collection and general M&E skills.
  • Leading the process for internal and external needs assessments, baselines, mid-term evaluations, end line surveys and evaluations. This includes the preparation of Terms of References, the selection process of external consultants, guiding consultants during their assignment and reviewing reports.
  • Developing and managing the learning agenda for the projects.
  • Contribute and coordinate the development of project/M&E based reports, including reviewing and editing narrative reports when needed and verification of data accuracy against project plans.
  • Assist the program staff during the proposal development stage through the development of MEAL approaches and logical frameworks, among others.
  • Ensure monthly internal reports are submitted by the field office, review these reports and follow up where necessary.
  • Ensure quarterly beneficiary data is collected and processed.
  • Other tasks as requested by the line manager.

2. AUTHORITY:

The MEAL Specialist is authorized within the limits of an agreed Annual Plan. (S)He is accountable to the Programme Advisor.

3. SUPERVISES:

Depending on the team composition, the MEAL Specialist may have direct reports.

External Contacts

Relevant as directed by the Programme Advisor, with some autonomy.

Internal contacts

  • Team members from the programme department
  • Project staff of field offices and ZOA Headquarters personnel as requested
  • Operational staff (finance, HR etc) in Khartoum

5. Competencies:

This position requires a flexible and hands-on person who enjoys working with a team. Next to creative and analytical skills, this position requires someone who has experience coaching and training basic M&E skills to be able to provide support in a wide range of areas.

6. Knowledge & Experience:

Skills:

  • Fluency in English and Arabic
  • Strong conceptual and (English) writing skills
  • Strong analytical skills
  • High accuracy and attention to detail; and the ability to present data in an organized and clear way
  • Intermediate or advanced software skills in Excel, KoBo and SPSS or other data analysis packages.
  • Excellent planning and prioritization skills

7. SPECIAL CONDITIONS:

Up to 25 % of time required for travel to ZOA programme locations in Sudan.

The candidate will subject to Membercheck /COTER procedures, which is against Government Sanction lists to verify that the candidate is not on any of these lists. This counter-terrorism check is a requirement of Donor Government Regulations and is therefore an important part of an employee’s ability to fulfil his/her employment requirements before signing the Employment Contract with the Organization.
