Job Summary:

You will manage and provide technical oversight of the development and implementation of the anticipated Bina’ Aljusur USAID Farmer-to-Farmer (F2F) associate award, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Roles and Key Responsibilities:

  • Provide management, guidance, and technical oversight for the Bina’ Aljusur Monitoring, Evaluation, Accountability, and Learning (MEAL) system throughout relevant project cycles – project design, start-up, implementation and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Support project teams and partner staff to use the appropriate systems and tools.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Develop participatory MEAL system and lead key MEAL activities in coordination with F2F staff and technical advisors including assessments, evaluations, and learning events.
  • Champion learning with project staff and partner teams. Identify opportunities for learning, promote application of learning, facilitate learning within F2F team and integration of best practices and innovations, and communicate learning to relevant country, regional, and global fora.
  • Act as a key resource person in MEAL components of project design and reporting. Oversee project communications materials in coordination with relevant staff.
  • Support the identification of staff capacity and technical assistance needs of partner organizations in MEAL and lead or contribute to the required interventions to support quality project implementation.
  • Coordinate and monitor financial and material resources relevant to MEAL. Through planning and oversight, ensure efficient use of project resources

Required Languages – Fluency in English is required. Arabic language strongly preferred.

Base and Travel– Based in East Darfur, Sudan. Must be willing and able to travel up to 30% in country.

Supervisory Responsibilities: Directly supervise MEAL officers

Key Working Relationships:

Internal: Chief of Party, Deputy Chief of Party, programs and operations management teams, regional technical advisors, ICT Manager, MEAL-Program Quality Technical Support unit

External: Partner agencies, especially partner MEAL staff, evaluation consultants

Basic Qualifications

  • Bachelor’s degree is required. Master’s Degree in International Development, International Relations, or in a related field would be a plus.
  • Additional experience may substitute for some education.
  • Minimum of 5 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.

Preferred Qualifications

  • Leadership experience in MEAL is highly desirable.
  • Experience engaging with partner organizations.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), standard Statistical data analysis packages of SPSS, Stata or R, Web Conferencing Applications, information management systems.
  • Experience with Commcare is a plus.
