Monitoring, Evaluation, Accountability and Learning (MEAL)

Sitting within the Strategy Group, HALO’s MEAL team drives the implementation of MEAL across the organisation, to measure and understand our impact, respond to donor information needs and inform project planning. The team also represents HALO externally, engaging with partners and donors on all things related to MEAL.

In response to the increasing number of HALO programmes and increasing need to be able to assess our impact and understand our effectiveness across a wide range of activities, HALO’s MEAL team has recently restructured providing more capacity and greater efficiency for a small team to deliver on all fronts. The team is led by two co-Heads of MEAL; a Head of MEAL Partnerships focusing on the partnership, donor and external engagement, and a Head of MEAL Programming focusing on the internal programmes guidance and MEAL standards elements.

The MEAL Data and Learning Officer will be part of the MEAL Team and report to the Head of MEAL Partnerships. They will support the Strategy, Programme and Capability Groups to develop sustainable MEAL systems for programmes and global contract management, and measure and enhance the impact of our work. Role key Responsibilities

Data Analysis and Management

  • Management and analysis of data for internal and external reporting needs
  • Tracking of relevant external trends (e.g. economic/ political) to support data analysis
  • Maintenance of internal data and information management systems
  • Creating dashboards to provide a visual representation of data to support presentations and reporting
  • Creating frameworks for sharing lessons learned

Support to Programmes

  • Support programmes on data management and data cleaning, especially in support of MEAL systems (remotely and through programme visits)
  • Develop and train programmes staff to use (soft), sustainable information systems for data analysis
  • Support programmes in analysing economic and/or other data (e.g. developing cost-benefit analysis)

Support to MEAL team

  • Assist the delivery of MEAL training, particularly on MEAL information systems
  • Deliver data analysis as requested, for HALO global, donor or communications and fundraising requirements and any senior management requests
  • Assist the oversight and management of academic partnerships, in particular management of interns on research partnerships from Universities of Glasgow and St. Andrews

Support to Partnerships

  • Support tender writing, particularly with regards to MEAL information and analysis, logframe indicators and targets
  • Assist the oversight and management of academic partnerships, in particular management of interns on research partnerships from Universities of Glasgow and St. Andrews

Support to Strategy Group

  • Support with monitoring global KPIs
  • Support information sharing across the Strategy Group

All HALO staff are expected to undertake the following general duties:

  • Work within the framework of HALO’s core values, promoting its ethos and mission statement.

  • Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities.
  • Travel overseas as and when required.
  • To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.

Essential Attributes:

  • Degree or higher level qualification in relevant subject that demonstrates ability to analyse economic and/or other information, or equivalent experience
  • Ability to analyse information and data and develop soft systems for others to use
  • Experience analysing economic and/or other data.
  • Ability to produce high quality work under demanding deadlines and manage own time and workload in a fast-paced environment
  • Strong numerical skills
  • Excellent written English
  • High level of competence with Microsoft Excel
  • Strong presentation and communication skills
  • Be available for short-term travel to HALO programmes, and related events

Desirable

  • Experience delivering training
  • Experience developing soft Information Systems
  • Experience working in the humanitarian or international development sector
  • Working proficiency in additional languages are advantageous
  • Experience creating data visualisations
  • Experience of working with PowerBI
  • Experience working with Survey 123 or other remote survey tools
