Description
BACKGROUND
People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.
PIN began its work in Iraq in 2003 focusing on reconstruction and renovation of schools and health centres. After a short break, PIN decided to re-establish its presence in the country in January 2015, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq, and has gradually extended its activities across the Governorates of Ninewa, Salah Al-din, Kirkuk and the Kurdistan Region of Iraq. Typical recipients of our aid are internally displaced persons, returnees, and people who survived the fighting near their homes and meet the pre-defined criteria of vulnerability.
Apart from humanitarian aid, PIN is currently working on long-term programmes supporting restoring livelihoods, education, access to water and hygiene. These programmes should facilitate people´s return to their original homes and support the stabilisation process after the defeat and removal of IS.
Place of work:
PIN Erbil Office with frequent travel to Shaqlawa and Koya and other project targeted locations when required.

The Employee particularly:
Assessment
- Organizes and leads needs assessment activities, individual interviews, facilitation of focus group discussions and key informant interviews either in field or via telephone,
Coordination
- Under supervision of the M&E Manager, coordinates activities of PIN field enumerators
- Ensures that field enumerators have access to all required M&E tools and know how to use them
- Provides in depth trainings for field enumerators on interview and FGD skills and specific survey modalities
Beneficiary Verification
- Supervises the M&E field team to conduct cross-checking via telephone and in person to verify beneficiary eligibility prior to receiving the aid
Monitoring
- Under the supervision of the M&E Manager, organizes and conducts monitoring for programmatic activities in the field such as distribution / activity monitoring, lesson observations, etc.
- Travels frequently to the field to monitor activities and interview beneficiaries
- Develops monitoring reports and summery as required from M&E Manager
Complaints and Response Mechanism
- Supervises the M&E field team to implement the PIN beneficiary CRM (complaint and response mechanism) collecting beneficiary feedback and complaints via telephone or at the field helpdesk.
- Responsibility of CRM hotline.
Baseline and End line Monitoring
- Organizes and conducts baseline and end line monitoring activities, including telephone interviews, key informant interviews and focus group discussions.
Other
- Maintains a friendly and constructive relationship with other PIN project teams, and accepts and swiftly implements instructions from M&E Manager
Information management and Reporting:
- Analyses quantitative and qualitative data, drafts reports presenting the results of the analysis, and shares the findings in an appropriate format.
- Reports to / alerts the project team on regular basis on any anticipated project issues, risks and any emerging opportunities and threats to the project implementation, related to this role.
- Supports the M&E Manager to produce clear and quality reports that demonstrate accountability and learning.
Ensures all M&E-related data and files are properly organized and store
Qualifications & Preferred Skills
Knowledge and Experience
- Preferred one year of work experience; experience in Monitoring and Evaluation (M&E) with international and/or local NGOs or other relevant organizations will be an asset.
- Bachelor’s degree is required,
- Good knowledge of qualitative and quantitative data collection and analysis methods,
- Candidate must be willing to travel and work in difficult conditions.
- Demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
- Committed to sharing skills with other staff and building up the capacity of staff.
- Strong communication, interpersonal, and problem-solving skills.
- Fluency in written and spoken English, Kurdish and Arabic, excellent writing and reporting skills
- Excellent skills in MS Word and Excel,
- Knowledge of humanitarian standards and training in humanitarian response preferred.
