Background

Vétérinaires Sans Frontières – Germany (VSF Germany) is a non-governmental, non-profit making international Organization, engaged in the field of veterinary relief and development work providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. With support in animal health, agriculture, marketing, and food safety, VSFG works towards food security and strengthened livelihoods of pastoralist communities. VSF Germany implements activities in Ethiopia, Sudan, South Sudan, Kenya, Uganda and Somalia.

VSF Germany seeks to recruit qualified and well experienced staff for the position of MEAL Assistant to be based at VSF Germany office at the field location, South Sudan. The holder of this position will have an overall and project oversight for the project implemented in South Sudan Country Program under VSF Germany. The pay range for this position attracts a maximum of $693 per month gross with placement determined by the level of experience as assessed during the recruitment process. Duties and Responsibilities

This position will be assigned the following duties and responsibilities:

  1. Work closely with the Project Officer to develop / review County Food Security and Livelihoods logical framework and adopt indicators of progress
  2. Establish a complaints and feedback mechanism (CFM) and help desks
  3. Facilitate the tracking and reporting of activity data & Indicators such as developing templates/Tools, reporting mechanism, etc. to measure activities progress towards intended objectives.
  4. Produce project M&E reports in accordance to reporting templates availed by VSF G to monitor and manage progress towards achieving set project targets
  5. Participate in joint monitoring of implemented activities to ascertain achievement of outputs
  6. Conduct post distribution monitoring (PDM) of the project inputs and produce monthly PDM reports.
  7. Facilitate Community Based participatory planning (CBPP)- revalidation
  8. Participate in the project’s review workshops, outcome assessment studies, Mid Term Review and completion review.
  9. Monitor implementation progress and performance, and assess outputs and outcomes. He/she will ensure that all M&E indicators are gender and age disaggregated, and that SSLRP reports identify separately the number of male, female and youth beneficiaries, the nature of their participation and the ways in which they have benefited from the Project;
  10. Preparation and submission of routine and ad-hoc progress reports to VSFG.

Qualifications and Competencies

The ideal MEAL Assistant should possess the following qualifications and competencies:

  • Bachelor Degree in M&E, Statistics & Demography, Economics, Development Studies, Social Science, Information Management or related field.
  • Minimum of 3 years’ work experience in Project Management level
  • Substantial experience in conducting Monitoring and Evaluation of Multi-Donor Projects – this includes having held at least 3 roles at M&E officer level.
  • Experience in analyzing large data set and producing high quality project reports and documentation.
  • Experience in Monitoring and Evaluating of FSL Projects implemented at County and Payam levels especially with Farmers Groups, Cooperatives, and CBO lead community groups.
  • Excellent communication and interpersonal skills and ability to thrive in a multi-cultural, dynamic environment.
  • Ability to work under tight deadlines and share relevant information and maintain confidentiality.
  • Excellent computing skills including Microsoft Office packages such as MS Word, Excel, and Power Point

Reporting Lines

Administratively, the position reports to the Consortium Coordinator
