Gülümseme ve Zeytin Yardimlaşma ve Dayanişma Derneği (GvZ) is a non-profit, non-governmental civil society organization that has been supporting the most marginalized and desperate Syrians affected by conflict in Syria and those displaced to neighboring countries. Since the beginning, GvZ believes that its role is to create avenues to empower those affected by the conflict by developing their skills and reviving their sense of humanity and dignity. Through its community centers, GvZ provides women, youth, and marginalized groups with a range of various humanitarian services such as relief aid, protection, education programs, and networking with other humanitarian actors on how to advocate for issues deemed essential to highlight.
Duties and Responsibilities
1. M&E System Design: (15%)
a. Support the team in developing the M&E System towards an effective Performance Management Monitoring and a sustainable Impact Evaluation
b. Elaborate, pilot, and validate quantitative and qualitative monitoring tools as well as design the corresponding data collection procedures
c. Lead efforts in reviewing existing evaluation approaches and promoting more rigorous and impact-oriented evaluation design
d. Support and engage in the design and management of constructive information feedback loops to inform program design
2. Monitoring Implementation (40%):
a. Supervise and coordinate the application of monitoring tools to track program performance in line with the Theory of Change and the M&E Plan
b. Offer leadership and technical support to the project field staff in the implementation of their monitoring responsibilities to ensure correct and timely collection of monitoring data
c. Manage and conduct qualitative monitoring among program beneficiaries and other stakeholders, such as surveys, focus group discussions, interviews, and case studies
D. Data analysis and report writing. After completing the data collection, the data will be reviewed for data quality check, data cleaning, and analyzed by the IM staff.
E. Inception training session for the field monitoring team to introduce them to the scope of the project to be monitored, the monitoring objectives, and the tools to be used. such training sessions will be carried out per the monitoring task assigned by the project management team .
F. Develop the monitoring data collection tools based on the monitoring plan provided by the project management team and/or the ad-hoc and complementary monitoring requests. The tools include but are not limited to HHs survey, field visit templates, KII tools, and FGDs as needed.
3. Data Management (25%)
a. Coordinate analysis of real-time program monitoring data collected through the team on a weekly and termly basis
b. Lead and conduct analysis of quantitative data as well as qualitative data on all program inputs, outputs, and outcomes
c. Compile and publish quantitative and qualitative monitoring results in visually attractive Monitoring Reports for internal and external audiences
d. Support monitoring reflection sessions with the implementing partners as requested.
E. Ensure high-quality data will be reported to the project management team by taking into consideration different levels of quality assurance measures to be applied through the monitoring lifecycle.
4. Impact Evaluation (20%)
a. Lead the process of designing, piloting, and validating quantitative and qualitative evaluation tools
b. Oversee and supervise the coordination of impact survey administration and implementation
c. Design data analysis in line with the project
d. Elaborate and design Impact Reports based on impact evaluation results according to project needs
