Caritas France - Secours Catholique

The purpose of the mission is to consolidate M&E process for the partnership of 6 organizations working together as a regional network specialized in labour migration and involving Russia, Armenia, Uzbekistan and Kyrgyzstan.

Context

The multi-year Migration project implemented in Russia, Armenia, Kyrgyzstan and Uzbekistan was originally set up by Secours Catholique Caritas France on an experimental basis in 2016. Since then, in view of the relevance of the project to respond to ever-increasing needs in this area, the project has been renewed each year with the same objective, namely to promote and protect the rights of migrants and their families in the Russian Federation – the country of destination – and in the countries of departure, in accordance with international conventions and treaties. The Migration project aims three specific objectives:

– Active participation of migrants and their families in the protection of their rights, freedoms and interests

– Effective provision of legal aid to migrants through an efficient referral system

– Active and effective cooperation of actors and/or stakeholders influencing the situation of migrants in countries of departure and destination at national and international levels.

The Migration project involves a network of six partners:

Caritas Armenia (Armenia), “Tong Jahoni” (Russia), “RCE-Resource Center for Elderly”, “Insan-Leilek”, “Community Integration” (Kyrgyzstan) and Barkaror Hayot (Uzbekistan)

Contract duration

The contract duration is 30 days. The mission will start on 1st September 2022 and conclude on 30th November 2022.

The position is based in Russia, Kyrgyzstan, Armenia or Uzbekistan.

MAIN OBJECTIVES

Under the overall responsibility of the Head of the Asia and Eastern Europe Department of the International Action and Advocacy Direction of the Secours Catholique – Caritas France, and having as referents the Project Officer for Armenia, Kyrgyzstan and Russia and the Migration project Coordinator of the Secours Catholique – Caritas France, the consultant will work in cooperation with project partners to ensure:

  • Systematization of data for the M&E process of the Migration project
  • Contribution to the effectiveness and strengthening the capability of network of 6 implementing NGO partners in Armenia, Kyrgyzstan, Uzbekistan and Russia

RESPONSABILITES

1.Monitor and evaluate project activities:

  • Review project documentation relating to beneficiaries, partners ’current indicators and digital tools for the integration and harmonization of a monitoring and evaluation system
  • Identify and develop qualitative indicators
  • Determine the weight of each indicator in relation to the overall project activities
  • Conduct a unified distribution of indicators ‘weight
  • Establish a data collection plan to be rolled across the implementing partners
  • Develop common checklists, tools and database
  • Scope and develop tools to manage an integrated monitoring and evaluation framework
  • Prepare a narrative report describing the strategy and approach to delivering a comprehensive monitoring and evaluation framework

2.Facilitate M&E networking:

  • Organize individual e-meetings with each partner of the network
  • Attend the annual project workshop with partners and other interested stakeholders (donors, government representatives) on project results and lessons learned. The annual project workshop is a 5 day-mission and it will be organized in Armenia or Kyrgyzstan in late September or early October.
  • Ensure the use of a comprehensive and participative approach with project partners regarding M&E activities
  • Assist the project partners of the implementation of the M&E system
  • Organize two capacity building e-meetings with the 6 partners of the network
  • Participate in the monthly coordination e-meetings

Working methods

10 days

  • Review project documentation
  • Organize individual e-meetings with each partner
  • Clarify and consolidate quantitative indicators
  • Identify and develop qualitative indicators
  • Determine the weight of each indicator in relation to the overall project activities
  • Participate in the monthly coordination e-meeting
  • Submit a first report

5 day-mission in Armenia or Kyrgyzstan late September or early October

Attend the annual project workshop:

  • Conduct a unified distribution of indicators ‘weight
  • Establish a data collection plan to be rolled across the implementing partners
  • Develop common checklists, tools and database
  • Submit a second report

12 days

  • Scope and develop tools to manage an integrated monitoring and evaluation framework
  • Ensure the use of a comprehensive and participative approach with project partners regarding M&E activities
  • Assist the project partners of the implementation of the M&E system
  • Organize two capacity building e-meetings with the 6 partners of the network
  • Participate in the monthly coordination e-meeting

3 days

Prepare a narrative report describing the strategy and approach to delivering a comprehensive monitoring and evaluation framework

Deliverables

Development of the M&E system of the Migration project including:

  • the establishment of a common database including a unified and consistent indicators’ weight to measure the effectiveness and impact of project’s activities
  • the identification and establishment of qualitative indicators
  • the harmonization and rationalization of quantitative and qualitative indicators
  • the development of common monitoring and evaluation practices regarding reporting, indicators and database

Prepare and submit regular reports on the development of the M&E system of the Migration project

The final report including recommendations and tools development is expected for the 30th November 2022.

Required Qualifications

Prerequisites

  • Only duly registered independent consultant or employee of a consulting firm may answer
  • Due to frequent regional meetings, the consultant must be based in one of the four countries of implementation (Russia, Armenia, Uzbekistan and Kyrgyzstan)
  • Health, medical evacuation, accident and personal liability insurance is required

Experience

  • A minimum of 3-year experience in humanitarian development project dealing with monitoring and reporting missions
  • Demonstrated experiences in indicators collection, database development and logical frame construction
  • Excellent command of Russian (written / oral) and English (or French) is required
  • Excellent knowledge of the CIS region
  • Knowledge and experience of working with project including multiple partners and digital tools (website, social media)
  • Working experience on migration issues in Eastern Europe/CIS countries (projects, research, evaluation and monitoring missions) would be an asset
  • Knowledge of social media evaluation is an asset
  • Proven ability to deal with multiple tasks in a courteous and service-oriented manner
  • Willingness and ability to work in demanding working conditions

  • Good facilitator with strong interpersonal and negotiations skills
  • A team player, interpersonal skills
  • Advanced skills in Microsoft Office
  • Strictly follow safety measures and code of conduct
