The humanitarian aid organisation Ärzte der Welt e. V. is the German division of the international network Médecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.

MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.

MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery programme with focus on the Eastern part of Ukraine (Dnipro, Donetsk Oblast)) as well as Vinnytsia Oblast. The program is implemented around three main components: direct delivery of services through multidisciplinary mobile units (including primary healthcare services, sexual and reproductive health (SRH), mental health and psychosocial support services (MHPSS)), strengthening of local health system, with a specific focus on PHC, SRH and MHPSS through capacity building of health and non-health staff, awareness raising and advocacy, and supporting health facilities and centers for IDPs thanks to donations of medicines and medical equipment.

The programme is coordinated with MdM Spain and MdM Germany and funded by donors such as the German Federal Foreign Office (GFFO), The Federal Ministry of Economic Cooperation and Development (BMZ), Swiss Solidarity or GIRO555.

In support of our work, MdM Germany is looking for an experienced Programme Manager to be based in Dnipro with visits to Vinnytsia. The Programme Manager, in close collaboration with the programme and medical teams will be responsible for overall programme delivery and quality for MdM Germany. The post holder will be responsible for proposal development, follow-up of activity implementation, reporting at mission level and programme quality improvement in line with MdM and donor standard and is reporting to the Field Coordinator (Country Representative).

Responsibilities:

Programme design and quality support

  • Ensure constant follow-up of context and humanitarian needs and gaps and propose adjustments and/or new interventions.
  • Ensure elaboration and drafting of proposals and reports in line with MdM and donors’ quality standards
  • coordinate with field teams and the HQ the drafting process and timely validation and submission to donors.
  • Maintain an updated calendar of project report obligations and ensure that the key staff is informed and the deadlines are met.
  • Monitor programme activities to ensure they are carried out in line with organisation’s internal systems and procedures and that adherence to the Core Humanitarian Standard’s commitments on accountability are met.
  • Ensure communication between and involvement of programme, finance and logistics departments (for instance, when drafting a budget etc.).
  • Collaborate with the admin department to ensure timely submission of financial reports.
  • Contribute to monthly Sitreps and lead on reporting to clusters, authorities, and other relevant stakeholders.
  • Ensure a good understanding and ownership of MdM programmes, standards and donor requirements among the programme team through the organisation of regular programme coordination meetings, project kick-off and closure meetings.
  • Lead the process of defining the MdM Ukraine Programme, including organisation of different meetings, consultations and events, and analyse the collected information and outcomes.
  • Propose programme quality improvement and learning initiatives and operationalize them in the field.

MEAL

  • Ensure proper follow-up of programme activities and indicators, in line with MdM’s and donors’ standards and commitments, in collaboration with the MEAL staff.
  • In collaboration with the MEAL staff and the programme/medical teams, contribute to the development and periodic revision of the monitoring system and suggest adjustments
  • Provide technical lead to MEAL staff in the periodic revision of projects and key supporting documents.
  • Support the MEAL staff in elaborating of assessment tools.
  • Promote harmonization of indicators and means of verification.
  • Ensure harmonization of key monitoring system tools within the mission including data collection tools.
  • Work closely with the MEAL staff and the programme/medical teams to develop programme quality benchmarks to ensure continuous monitoring of activities.
  • Suggest and provide technical support to the programme team for research, assessments, monitoring and evaluation.
  • Lead in programme/donor-initiated evaluations & surveys and ensure that results are used for evidence-based programming.
  • Contribute to the follow up and improvement of the Complaint Feedback and Response Mechanism (CFRM).
  • Support technical teams to collect and document good practices, lessons learned and feedback, promote and facilitate project/programme revision and lessons learnt workshops and events.

Capacity Building

  • Ensure appropriate training on project cycle management, donor compliance, project follow up and M&E practices to MdM Germany teams.

Management

  • Line manage the programme team.
  • Ensure the proper structuration and daily support and follow up of the programme team.
  • Ensure the well-being and technical supervision of the programme team.

Representation and Coordination

  • In close collaboration with the Field coordinator, establish and maintain effective coordination mechanisms with the relevant stakeholders (other (I)NGOs, authorities, UN agencies) partners in projects for programme coordination needs,
  • If requested by the Field Coordinator, participate in meetings with relevant stakeholders,
  • Prepare and share external meeting minutes.

YOUR PROFESSIONAL PROFILE:

  • Master’s degree in International Development, and/or Humanitarian Aid, or other relevant fields.
  • At least 3 years of professional experience in a humanitarian organisation or NGO (in a similar position, an asset)
  • Ability to work in volatile security context
  • Ability to work in emergencies
  • Strong knowledge of project cycle management, international humanitarian funding system and donor requirements (knowledge of German donors an asset)
  • Proven experience with qualitative and quantitative data collection and analysis methodologies,
  • Ability to work in a structured manner and independently with limited oversight
  • Ability to work quickly, under pressure, and with short deadlines
  • Ability to guide and manage a team
  • Capacity to manage priorities and to adapt them daily according to the context
  • Cultural sensitivity and ability to work in a multi-cultural environment
  • English fluent, written and oral. Ukrainian/Russian an asset

AVAILABILITY:

Starting date: earliest Nov 1st 2022

Fixed term for 6 months with the possibility of extension
