Manager of Programme Quality Myanmar

ZOA in Myanmar

ZOA has been present in Myanmar for more than a decade. Since 2020, ZOA has focused it’s presence and activities in the country to Rakhine State and restructured the management setup. In Rakhine State, we work especially with and for Internally Displaced Persons.The team in country is supported by the Disaster Response Team in the Netherlands (Dutch office).

Your challenge

The Manager of Programme Quality is responsible for high quality programme design, implementation and evaluation by providing line management with expertise and knowledge. In addition, the Manager of Programme Quality is responsible for the development of high quality project proposals for potential donors. As getting approval for travel to and stay in Myanmar is currently lengthy and complicated, the position will initially be based in the Netherlands from where remote support will be provided to the team in Myanmar.

Your main tasks and responsibilities

Programme Quality

  • Advises and supports Country Representative (CR) and Programme Managers (PGMs) on the development of the Country Strategy and Annual Plan;
  • Responsible for the quality and consistency of programme and project planning;
  • Responsible for adherence to ZOA policy and compliant with ZOA, donor, national and international guidelines, policies and standards in the implementation of projects;
  • Develops, implements and maintains monitoring, evaluation and learning (MEAL) tools, including the use of standardized indicators;
  • Supports the PGMs in the development of beneficiary accountability tools throughout the programme;
  • Responsible for partner assessments and the development of capacity development plans;
  • Ensures gender, protection and conflict sensitive project design and implementation.

Reporting/Digital Data Collection

  • Contributes to the development of high quality project proposals and monitors consistency between donor proposals and Country Strategy;
  • Contributes to on-time, high quality submission of donor reports and evaluations;
  • Supports the Country Representative and PGMs in the writing of the internal quarterly reports and annual review.

Knowledge Management

  • Responsible for the development of knowledge management at country level and contributing to organisation wide knowledge management;
  • Leads the development of innovative project proposals.

Leadership and management

  • Is member of the Country Management Team;
  • Where applicable, provides leadership to the Programme Quality team;
  • The Manager of Programme Quality supervises and periodically appraises the performance of staff reporting to the Manager of Programme Quality.

Your profile

Identity

  • The candidate is expected to fully support the vision, mission and Christian values of ZOA.

Knowledge

  • University degree in a humanitarian, development or other relevant field;
  • Fluency in English, written and spoken;
  • Experience in research;
  • At least 3 years’ field experience in a humanitarian context;
  • Expertise in on or more of ZOA’s sectors: WASH, FOOD Security (possibly Nutrition) and Cash based programming.
