Manager of Programme Quality

ZOA’s programme in Colombia

In May 2019, ZOA started its operations in Colombia to respond to the needs of the many Venezuelans who seek refuge in Colombia. ZOA provides assistance to vulnerable Venezuelan migrants and host community members. In La Guajira, we work with Venezuelan migrants, indigenous Wayuu and poor host populations. Since August 2020 we are also active in Arauca. We focuses on WASH, food security and protection through Multipurpose Voucher Assistance.

Your challenge

The responsibility of the Manager of Programme Quality (MPQ) is to ensure high quality programme design, implementation through oversight of monitoring, evaluation, accountability and learning (MEAL). Beneficiary accountability and organizational learning through monitoring of project outcomes and feedback to contribute to quality program design is an important part of the job. The MPQ is responsible for the development of high quality project proposals, reporting and donor compliance with the support of the ZOA Colombia Country Management Team (CMT). The role also includes the management, design and delivery of ZOAs Integrity Framework. As MPQ you will also be the Integrity Coordinator for ZOA Colombia.

Your main tasks and responsibilities

Programme Quality

  • Responsible for partner assessments and the development of capacity development plans;
  • Develops, implements and maintains monitoring, evaluation and learning (MEAL) tools, including the use of standardized indicators;
  • Ensures gender, protection and conflict sensitive project design and implementation;
  • Supports Country Representative in the development of the Country Strategy and Annual Plan.

Monitoring and Evaluation

  • Responsible for oversight of all monitoring and evaluation in country;
  • Responsible for the development of effective digital data collection tools to be used for baseline/endline studies, PDM and needs assessments;
  • Responsible for data analysis and creation of M&E reports;
  • Oversight of database management.

Accountability and CHS

  • ZOA Integrity Framework focal point including staff training and country office compliance;
  • Oversight of complaints handling and follow-up;
  • Responsible for the development of beneficiary accountability tools throughout the programme.

Project Reporting

  • Coordinate process of drafting donor reports with the support of the Programme Manager (PGM) and Manager of Operations (MoO);
  • Responsible for adherence to ZOA policy and compliant with ZOA, donor, national and international guidelines, policies and standards;
  • Supports the Country Director, MoO and PGs in the writing of the internal quarterly and annual reports.

Proposal Development

  • Support process of project design with Country Director (CD), Program Manager (PGM) and Manager of Operations (MoO)
  • Leadership of proposal writing process including coordinating with key stakeholders, drafting content and gathering support documents including needs assessments and risk assessments.

Leadership and management

  • Member of the Country Management Team (CMT).
  • Line management of Program Quality Department staff and MEAL teams accross all regions.

Your profile

Identity

  • The candidate is expected to fully support the vision, mission and Christian values of ZOA.

Experience/knowledge

  • University degree in a humanitarian, development or other relevant field;
  • At least 4-6 years field experience in humanitarian context;
  • Strong command of written and spoken English required;
  • Strong command of written and spoken Spanish required;
  • Experience in designing and leading needs assessments in challenging humanitarian contexts;
  • Expertise in one or more of ZOA Colombia’s sectors: Cash and voucher programming, Food Security and livelihoods, WASH and Shelter.

Skills/attitude

  • M&E design and implementation capacity;
  • Experience developing surveys on Kobo Datacollection ToolBox;
  • Data analysis and creation of M&E reports;
  • Extensive use of Excel and PowerBI;
  • Strong proposal and report writing skills with demonstrated success with institutional donors;
  • Networker with interpersonal sensitivity;
  • Team management;
  • Beneficiary focused attitude;
  • Result-oriented approach;
  • Takes initiative.

Special circumstances

  • Duty station is flexible;
  • Up to 60% of time required for travel to ZOA project areas;
  • ZOA will prioritize Colombian nationals for this position, strong international candidates may be considered.
