Background and Partner Organisation

The Civil Peace Service (CPS) is a program for conflict prevention and peacebuilding in crisis and conflict regions. It strives for a world in which conflicts are resolved without violence. Nine German peace and development organisations, including Bread for the World, operate the CPS together with local partner organisations. The German government funds the CPS. Civil peace servers provide long-term support to local people in their commitment to dialogue, human rights and peace. Currently, more than 350 international civil peace servers are engaged in 43 countries.

Bread for the World is establishing the Civil Peace Service (CPS) programme to strengthen civil society and peacebuilding in Cambodia. One focus is on promoting skills in the area of human rights, especially empowering young people and women.

The partner organisation Advocacy and Policy Institute (API) is one of the leading non-profit organisations and strengthens the participation and mobilisation of citizens and networks in democratic, human rights-based and sustainable development. API’s programmes are designed to empower people to participate in political decision-making and to open a dialogue with government agencies. Socially and economically disadvantaged sections of the population, people with disabilities, indigenous and queer people have only had limited opportunities to participate to date. A discriminatory environment, the special needs of marginalised groups, a lack of knowledge, skills and few resources prevent them from actively influencing political decision-making processes that affect their lives. In many cases, these groups are present in the design of development processes but do not play an effective role in decision-making.

For this reason, a professional is being sought to actively help direct the programme-specific efforts of API. The aim is to ensure that the individual needs of the diverse target groups are taken into account and that the donors’ interest in ongoing financial support is maintained.

The position is based in Phnom Penh, Cambodia.

Job Scope

  • Analysing approaches for civil society engagement
  • Systematic survey of the status quo of cross-cutting issues, e.g. Do No Harm and gender equality and inclusion
  • Identifying work processes that enable the systematic integration of the above-mentioned cross-cutting issues in project management, planning, monitoring and evaluation as well as the further development of systems in planning, monitoring and evaluation
  • Designing approaches and methods for advocacy that are suitable for APIs
  • Development of systems and methods for organisational learning/knowledge transfer
  • Design and implementation of capacity building workshops
  • Collegial professional counselling of colleagues

Profile

  • Sound experience in programme design and management, with civil society organisations
  • Knowledge of human rights work
  • Relevant university degree (Master’s), e.g. political science/conflict studies
  • Very good command of English
  • Strong analytical and systemic thinking skills
  • Diplomatic and intercultural communication skills and sensitivity
  • Enjoy making contacts, building cooperation and competences
  • Openness to social integration into the culture of Cambodia

Citizenship of a Member State of the European Union or Switzerland is required.
