Manager, Migration & Displacement – National Position

The Manager Migration and Displacement, Pakistan Country Delegation will support effective implementation of the Pakistan Country Plan for 2023, aligned with the IFRC global and regional strategic goals related to Migration and Displacement. The IFRC’s overall vision for Migration and Displacement is that at all stages of their journeys, and irrespective of their legal status, migrants find the IFRC ready to respond to their needs, enhance their resilience, and advocate for their rights, articulated in the IFRC Global Migration Strategy and set out in IFRC Strategy 2030

The Pakistan Manager Migration and Displacement provides technical, strategic and operational support to PRCS and to IFRC with a focus on strengthening PRCS’ internal capacity related to Migration and Displacement. This support is provided in line with the IFRC Asia Pacific Migration and Displacement Framework for Action and the IFRC Global Migration Strategy, as well as relevant Red Cross and Red Crescent Policies and Guidelines on Migration and Displacement.

This position will provide tailored support for the effective implementation of the PRCS Plan of Action on Migration and Displacement in the context of emergency preparedness and longer-term programming, and the operationalisation of the PRCS Migration and Displacement Policy and Strategy.

The Pakistan Manager Migration and Displacement will also provide technical advice and training to enable PRCS to integrate the Movement’s principled approach to Migration and Displacement in programmes, operations, disaster management and when engaging in humanitarian diplomacy. A particular focus will be on supporting PRCS to respond to the humanitarian needs of displaced Afghans in Pakistan, building upon the actions of the IFRC Afghan Population Movement Operation of 2021-2022.

The drafting, finalising and support the implementation of the PRCS Plan of Action on Migration and Displacement,

The Manager will work closely with other thematic and technical colleagues in the IFRC Pakistan Country Delegation to ensure integration of Migration and Displacement within PRCS’ areas of intervention.

The position holder will be based in Islamabad with regular travel across the country as required.

Programme Management and Capacity Strengthening

  • Coordinate, convene, and provide secretariat support to the PRCS Migration Taskforce
  • Provide technical support for the effective and timely implementation of the PRCS Migration and Displacement Plan of Action on Migration and Displacement, including through:
    • Socialising and operationalising the PRCS Migration and Displacement Policy and Strategy, in coordination with respective programme teams
    • Ensuring smooth and efficient coordination within PRCS across departments and branches in the implementation of the Migration and Displacement activities
    • Strengthening capacity of NHQ and branch-level staff and volunteers on the Movement’s principles and approach to Migration and Displacement
    • Strengthening community work and initiatives of PRCS to assist and protect migrants and displaced people
    • Strengthening emergency response work of PRCS in Migration and Displacement

Strategic direction and advice

  • Lead coordination and implementation of Migration and Displacement activities under the IFRC Pakistan Country Plan.
  • Continuously monitor and assess humanitarian needs during disasters or emergencies, and in non-emergency longer-term contexts
  • Provide regular updates and advice to the Programme Coordinator and Head of Delegation (HoD) on key advocacy messages to influence policy makers and enable effective service delivery
  • Advise PRCS on communications and cooperation related to Migration and Displacement between PRCS headquarters and provincial branches, and other Movement partners
  • Oversee the development of annual programme plans and budgets
  • Work closely with the Finance to monitor M&D budgets, maximize the M&D operation efficiency and minimize short falls in spending.
  • Ensure that expenditure relating to M&D operations is within income and approved ceilings, in compliance with IFRC finance procedures and in line with donor earmarking requirements

External Coordination and Representation

  • Liaise and advocate as appropriate with relevant authorities, external partners and UN agencies, to clarify roles and responsibilities and potential for cooperation and partnerships
  • Support PRCS to actively participate in the Asia Pacific Migration Network.
  • Work with PRCS Migration focal point to liaise with relevant humanitarian and development agencies at the national and state level.
  • Represent IFRC in relevant inter-agency forums and contribute to Humanitarian Coordination Meetings.

Assist PRCS Migration focal point to develop strong relationships with the national and local Governmental Organisations and International Non-Governmental Organisations related to Migration and Displacement
