Background:

As a global organization, that has grown significantly in size over the past decade, CRS is now comprised of almost 7,000 people from over 100 countries who collaborate to catalyze transformational change. Four Strategic Approaches that will enable the agency to achieve the Vision 2030 Strategy have been identified. One key Strategic Approach is to build a more agile, innovative, and impactful organization.

Job Summary:

The Manager, Learning and Development develops programs and drives learning outcomes based on an informed, integrated, and strategic approach to learning and development. You will collaborate and partner with business stakeholders across the agency, driving the internal learning strategy and adoption of training programs and learning content investments. The Manager, Learning and Development will lead a team of learning professionals ensuring that they operate as a high-performing team. Reporting to the Director, Organization Development, Global People Resources (GPR), the Manager, Learning and Development is a strategic partner for CRS learning professionals, advising on learning programs and systems.

Role and key responsibilities

Staff Development

  • Working in close collaboration with business stakeholders, ensure that agency behavioral competencies are communicated and implemented in a comprehensive, clear, and standardized manner that supports greater accountability.
  • Manage the mapping and application of functional capabilities, ensuring that they are developed, communicated, and implemented in a comprehensive, clear, and standardized manner that supports staff development, assessment, and career growth in close collaboration with SMEs across the agency.
  • Develop, maintain, and update skills and competency library.
  • Manage the agency-wide development planning process ensuring that processes are efficient, transparent and data driven and that resources are relevant, accessible, and incorporate agency competencies and capabilities.

Learning

  • Provide vision and oversight for agency wide approach to professional development, supporting and advocating for the consistent application of blended learning and adult learning design principles.
  • Work collaboratively with learning professionals across the organization to share resources and expertise, and to deepen our learning culture.
  • Management of the agency-wide learning management system, while leveraging external learning platforms and providers to meet global learning needs.
  • Oversight of required compliance courses within Learning Management system in collaboration with content SMEs.
  • Lead selection, contract negotiation, and relationship development for learning and training vendors, including service providers, content providers, and platform vendors, as needed.
  • Timely communication & preparation of dashboards on external vendor learning platforms & evaluate effectiveness of platforms through analysis of feedback and use.

Other:

  • Cultivate, own, and influence stakeholder partnership that support staff development and career growth
  • Write communications, plans, and draft other internal content related to employee learning and staff development.
  • Effectively monitor and manage learning, systems and staff development budgets.
  • Monitor and share trends and best practices in learning and development with HR leadership and executive leadership teams .
  • Partner with HR Team to align staff development initiatives with HR and agency strategy
