ABOUT THE OPPORTUNITY

The Manager, Digital Threat Solutions position is responsible for supporting project planning and implementation with digital security threat analysis, recommendations and hyper localized security planning. This candidate will serve as a liaison for the Security and Technology departments and global programmatic units which provide digital security solutions. They will provide strategic guidance around secure implementation methods of programming and will also provide direct support to Internews’ security team, and program staff outlining clear and pragmatic programmatic approach to information security across specific Internews programs.

This role will assess and advise on digital security threats present in location(s) of project implementation, transnational concerns, and the specific thematic areas of projects (e.g., journalist security, LGBTQIA+ community engagement, etc.). In addition, this role will coordinate threat information sharing with partners and be actively engaged within the internet freedom community and information networks.

LOGISTICS

Internews has US offices in Arcata, CA and Washington, DC and an office in London, UK. This role may be fully remote, or partially remote for candidates based near an office location who wish to work in-office 2-3 days per week. You must have independent work authorization in your location that does not require sponsorship from Internews.

DAY-TO-DAY TASKS will include:

Departmental Responsibilities

  • Ensure the effective, threat-responsive implementation of technological services and sensitive program workflows in designated programs, working closely with Program Officers to provide needed technical expertise, leadership, and implementation guidance/support.
  • Dedicated liaison between the Technical Leadership Unit in programs, Internews’ Technology Solutions and Services (Tech) department and global programs, specifically those in elevated digital risk environments.
  • Advise on proposal development, fundraising, and organizational development, as needed, and highlight considerations for programming feasibility.
  • Understand and evaluate project-level field technology needs related to localized digital security.
  • Conduct Internews’ annual risk audit for global digital security risks and issue recommended changes to countries assigned digital risk ratings, including developing country-specific digital threat assessments as needed.
  • Represent the information security needs for elevated risk environments in Internews’ Go-No-Go calls.
  • Engage with key peers in the NGO cybersecurity and Internet Freedom communities.
  • Coordinate, track and share attacks and IoCs against partners and with Internews’ Tech, and with the community as relevant.
  • Liaise with the Field Operations & Security team on procedures/standards around physical risk assessments and plans at Internews and create a complementary implementation plan for digital security support.
  • Represent Internews at conferences and events, and engage with the broader human rights and information security communities, as well as funders and industry experts.

Special Programming Support

  • Work with business operations departments, Tech, and relevant program staff to optimize business processes designed to protect elevated risk programs.
  • Conduct security awareness trainings and education around information security and digital threat landscapes for Internews partners and specific programs.
  • Review project-specific security plans and provide experience based best practices in programmatic design, implementation, and response activities.
  • Collaborate in the development of specialized information sharing and communications plans as needed for programming.
  • Track relevant adversarial capabilities specific to Internews’ programming locations that have elevated digital security threats and advise if adaptations are needed to country operations planning.
  • Coordinate with Tech to evolve sensitive program protocols as needed.
  • Liaise with project leads to ensure compliance with protocols by implementers and partners.
  • Assess potential risks faced by partners and advise on pivot solutions or new technology that may better support various contexts.

QUALIFICATIONS WE’RE LOOKING FOR

  • University degree preferred; 5 years of experience in digital security planning and analysis can be used in lieu of education.
  • Fluency in written and spoken English required. Spanish, French or Arabic language skills desirable.
  • Demonstrated understanding of industry standard information security standards such as ISO 270001, NIST, etc.
  • Strong formal and informal relationships with digital security networks specific to the Internet Freedom and DRG community.
  • Minimum of 8 years of experience (with global emphasis); significant experience in digital security and civil society threats.
  • Solid skills in MS 365 applications, particularly One Drive, Teams, Excel,and OME.
  • Knowledgeable and fluent with a wide variety of secure communications tools.
  • Solid writing skills and demonstrated extensive experience in report writing.
  • Excellent communication skills with an ability to deliver key messages in a succinct and timely manner.
  • In-depth knowledge of the development of security policies and procedures consistent with operations in a digitally high-risk environment.
  • Ability and willingness to travel up to 20% to international field locations as requested, including to hostile environments.
  • Ability and willingness to be available after regular working hours as various situations require.
  • Ability to research and perform threat analysis; strong analytical skills.
  • Ability to work independently and collaboratively as part of a team in a flexible, dynamic environment.
  • Ability to think under pressure and to make decision as fast as situation requires.
  • Capability to provide training to staff in small and large groups.
  • Understanding of and demonstrated commitment to upholding Internews’ Core Values.
