About the Position

CIVIC supported the FC-G5S to establish a system to track and adjust operations to mitigate civilian harm, the Civilian Incident Tracking and Analysis Mechanism (CITAC/MISAD), and ensure that FC-G5S personnel has a strong understanding of how to run and fully utilize this tool in furtherance of the HRCF.

In addition to CIVIC Sahel’s work with the FC-G5S, the Sahel team is working in Niger, with additional support to Malian and Burkinabe forces. The aim is to move from the multinational (the MISAD) to the national level, and using the impact of the MISAD to implement CHM at the national level of all three countries is a priority.

“Civilians in the Sahel are better protected” is the strategic vision of the CIVIC Sahel program for the next four years. CIVIC aims to support conflict-affected civilians and civil society organizations to improve their capacities and means to advance communities’ self-protection, and security forces to improve capabilities and tools to protect civilians.

In line with this strategic vision, CIVIC is seeking a qualified Development, Grants Compliance, and Reporting Manager (DGRM). They will be a highly valued member of CIVIC’s program in the Sahel, which focuses on the protection of civilians in the region and countries. In collaboration with the program, finance and operations, and advocacy departments, the DGRM will:

  • In the area of the program development, they ensure the growth of the CIVIC Sahel portfolio and program growth, seek new opportunities and positions for CIVIC, and take the lead in writing quality proposals to significantly contribute to securing revenue to support CIVIC in achieving its mission in the Sahel.
  • Regarding the grants/donor compliance, they keep contact with donors, follows donors’ requirements, and make sure CIVIC follow them as well. In addition, they will prepare regular updates to donors and partners to ensure grant quality control.
  • In the area of reporting, they write periodic reports and informal reports to donors and partners in both English and French.

Key Functions

Job Purpose: Under the supervision of the Regional Director, they provide leadership in expanding the project portfolio in the Sahel region while overseeing the compliance of all grants/contracts and producing good quality reports to donors.

Specifically, they (i) track program efforts, identify and lead new business opportunities, (ii) provide high-level grant management and administration to achieve the goals of the program, and (iii) represent CIVIC to donors, partners, and other external stakeholders. They oversee and manage a team comprised of staff and consultants.

Travel: Up to 30% (local, regional and international)

Reporting to: Regional Director

Requirements/Qualifications

  • Advanced University degree in Social science, political science, and project management with at least 5 years of experience in the development and humanitarian NGOs.
  • 5- 12 years of working experience in a similar position.
  • Ability to design and execute strategic and work plans.
  • Familiarity and experience with evaluation techniques and using findings in program design and planning.
  • Demonstrated experience in the design, the implementation of the project, and monitoring and evaluation.
  • Experience in projects in the field of conflict and security and/or protection.
  • Good writing, analysis, and editing skills in French and English.
  • Poise, flexibility, discretion, and mature judgment to handle and respond appropriately and professionally in a fast-paced, high-pressure atmosphere and as a team member.
  • Well organized, self-motivated, and able to conceptualize and implement programs in stressful environments.
  • Good writing and analytical skills.
  • Background in gender inclusion is of added value.
