It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
MdM France is currently carrying out an exploratory mission in Odessa and Mikolaiev oblasts to assess the needs of people affected by the conflict in Ukraine.
MdM France is planning to open a country office in Odessa and launch activities in the south part of Ukraine (Odessa-Mikolaiev).
MdM Spain has the lead for global MdM repsonse in Ukraine and they cover Kiev and surroundings, Donbass, Kharkiv, Zaporidja. MdM Germnay covers Dnipro and Vinitsia. MdM France will cover the Southern part of Ukraine.
TASKS AND RESPONSIBILITIES:
You will lead the development of the country logistics strategy and ensure its timely implementation.
In the context of the mission opening, you will be specifically in charge of:
- Managing fleet and watchmen
- Rolling out logistics procedures, tools and templates in line with MdM and donors’ policies
- Providing logistics guidance, training, advising and supporting to all programme and field sites
- Defining and managing the most efficient supply chain solutions
- Recruiting and managing the logistics team under your line management
- Coordinating with all relevant stakeholders
Your main responsibilities are the following:
Base opening
- Finalize the setup of MdM base and the warehouse/pharmacy capacity based on needs
- Lead assessments in view to secure new premises
- Manage fleet including driver’s and training
Logistics coordination
- Define and implement the logistics tools required to achieve the general objectives
- Define and implement the logistics processes and procedures according to MdM’s policies and donors guidelines
- Assist the field teams in scheduling all logistics activities
- Provide input on logistics matters to the coordination team
- Ensure that the monthly logistics reporting documents and forms are timely sent to HQ and updated data on different tools
Program activities
- Perform the role of technical advisor at country level
- Manage and supervise the setup of mobile clinics and/or the rehabilitation of the health facilities
- Support the programme teams, particularly on supply and transportation
Procurement, supply chain & asset management
- Oversee the full scope of the supply chain management
- Identify and setup the most efficient supply chain for medical equipments and drugs
- Clarify and manage drugs import processes
- Liaise with HQ purchasing department for international procurement by providing optimal upstream communication
- Ensure implementation and follow up of MdM logistics procedures and more generally, donor compliance
- Conduct a market assessment
- Ensure systems to mitigate risks from corruption, fraud and mismanagement
- Oversee the general fleet management processes
- Guarantee an uninterrupted energy supply
Team management
- Ensure recruitment, induction and capacity building
- Responsible for the functional management of specified logistics staff in accordance with HR policies
- Ensure smooth and timely communication
- Be responsible for capacity building, on the job training and technical support of logistics staff
- Ensure awareness of, and compliance with, logistics systems, MdM and donor procedures
- Brief and debrief staff on logistical and technical aspects of the mission
Safety and Security
- Participate in development, review, implementation, diffusion and monitoring of MdM’s safety and security measures in-country
- Immediately report any safety/security incidents to the security focal point
- Ensure that all premises are safe for staff occupation through active and passive features
Meetings, representation and reporting
- Represent MdM and network with other organisations and coordination forums
- Attend national logistics and/or security related external meetings
- Consolidate logistics reporting (assets, fleet, premises etc.) and prepare monthly logistics report
CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 6 months
Starting date: As soon as possible
Gross monthly salary: 2 940 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)
Insurance (repatriation…)
Teleworking agreement for positions eligible to telework: 110 days/year (2.5 days teleworking on average per week) with a minimum of 1 day per week onsite

SKILLS AND EXPERIENCE NEEDED:
Two-years’ higher education qualification in logistics management/purchasing
Five years’ professional experience (including at least one year in a logistical coordination position in a humanitarian setting or two years’ logistician experience)
Experience in fleet management, safety/security, supply chain and stock
Previous experience in importing medical equipment/drugs to a mission is a strong asset
Experience working in a volatile security environment
Knowledge of NGO logistics processes
Identify and diagnose a breakdown of an installation and a piece of equipment
Knowledge of radio systems, satellite connections and GPS trackers
Languages:

English is mandatory (oral and written)
Knowledge of Russian and/or Ukrainian are an asset
