Background

In the strategic period 2022-2025, the NRC Syria programme has planned for growth and more diversified activities in a highly challenging and volatile context. To achieve the programmatic objectives, NRC Syria needs investing in further strengthening of the organisation’s core functions including support and improving the efficiency and effectiveness of the processes. NRC Syria has a lot of commitment, talent and energy amongst the national staff of almost 200. This position aims to provide time-bound expert capacity and support to the senior logistics teams in further strengthening of NRC’s in-country logistics systems based on internal guidelines, external requirements and with a focus on practical problem solving and strong capacity building across the organisation.

Role and responsibilities

While supporting the Logistics Manager, Procurement Manager/Coordinator on various aspects of the logistics portfolio, this Surge Capacity position will primarily focus on improving the quality of logistics routines and processes and ongoing training and capacity building of all staff. The incumbent will:

Generic Responsibilities:

  • Adherence to NRC policies, guidance, and procedures.
  • Contribute to the department strategy research priorities and implementation.
  • Provide strategic advice and guidance to ensure high-quality and effective service.
  • Provide regular progress reports the line manager.
  • Promote and share ideas for improvement and necessary changes in the logistics processes and interactions with programme.
  • Liaise and collaborate with relevant key stakeholders.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.Oversee and be responsible of incorporating NRC Safe and Inclusive Programming (SIP) minimum standards into Syria activities, as per NRC guidelines, policies and Syria-specific explanatory notes and report any breaches/concerns, in a confidential manner, through NRC reporting channels.
  • Promote and secure a safe working environment for reporting concerns/breaches, and that all cases reported are processed in a confidential, sensitive, and timely manner.

Specific responsibilities:

  • Prepare and implement in coordination with the Logs Manager and other Logs unit heads (i.e. Procurement Manager / senior logistics staff in area offices, Fleet/Warehouse/Asset officer ) a logistics capacity building plan for training and development of the logistics teams both on a technical function (procurement / fleet / warehousing) and field office level (basic logistics for all relevant staff).
  • Roll out a series of Logistics workshops (from basic to advanced) covering procurement, fleet, warehousing and anti-corruption in the supply chain.
  • Train and develop selected current and new logistics staff where needed through one on one or within small group settings on utilizing NRC logistics tools, and procedures, and good supply chain management practices.
  • Support the Head of Support and CO Logistic teams to implement the work plan that is defined for the department already and suggest for improvements when needed.
  • Provide regular analysis to CMG on current workload, processes, strength and weak points per each subject and areas to support the decision makings. (This includes but not limited to the analysis of NRC Syria reports for global KPIs).
  • Identify areas of potential cost reduction and savings and develop plans to address those;
  • Map country office routines and procedures and suggest changes in line with NRC global logistics processes and best practice.
  • Support Logistic teams with implementing of the new initiatives such as Market Analysis.
  • Guide logistics teams to identify compliant and transparent solutions in the existing challenging context.
  • Ensure that proper mitigation measures to minimize risks (including corruption risks) are seen in all new solution and ways of working.

Competencies

1. Professional competencies

  • Minimum 5 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context;
  • Experience from working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile;
  • Experience in national staff development
  • Solid knowledge of computer software;
  • Fluency in English, both written and verbal; knowledge of Arabic is an advantage.
  • Knowledge of NRC systems and procedures.
