The Local Security Assistant will work under the supervision of the Security Specialist and the Regional Electoral Advisor.

The position is located at the Office of Electoral Affairs in the United Nations Assistance Mission for Iraq (UNAMI), in one of the Governates noted above. The Local Security Assistant works closely with Iraqi counterparts of the IHEC, and other Iraqi stakeholders, as well as UNDP, UNAMI and other electoral advisors.

Duties and Responsibilities

Within… delegated authority, the Local Security Assistant will be responsible for the following duties:
��� Serve as the security focal point for the Integrated Electoral Assistance Team, as per the approved SRA at his area of responsibility;
��� Liaise closely with relevant stakeholders in the planning and delivery of activities, including but not exclusive to other IEAT advisors, UNAMI and UN agencies, as well as relevant officials of the Iraqi Security Forces;
��� Advise the Security Specialist on all safety and security related matters and the possible impact on project implementation in his AOR;
��� Make substantive safety and security recommendations in line with UN best practice enabling the election implementation without compromising IEAT safety and security;
��� In line with UN Department of Safety and Security (UNDSS) methodology, develop as required security risk assessments outlining potential risks and recommended mitigation strategies regards the project implementation taking into consideration relevant and existing assessments;
��� The Local Security Assistant will operate within the framework of the UN Security Management System and co-ordinate directly with the local security forces at his AOR on behalf of the IEAT;
��� In addition to liaising with UNDSS, the Local Security Assistant will ensure appropriate and effective coordination is maintained with other UN security officers, ISF to enhance coordination and implementation of the security arrangements;
��� Review all aspects of convoy procedures and medical evacuations across electoral activities;
��� Review security arrangements for all election offices in his area of responsibility where IEAT staff operate and maintain copies of all relevant instructions such as security and evacuation plans;
��� Perform security assessments, both routine and exceptional, as required, to ensure optimal safety standards are in place within the IHEC offices at/his/her area of responsibility;
��� Monitor the security situation in the operating environment, including risk assessment closely, and inform the Security Specialist of any indicator which may affect the safety and security of the IEAT staff working in the IHEC building and filed. Ensure timely readjustment and improvements of operations;
��� Support in coordinating the security and access arrangements for official visitors meeting the Integrated EAT staff, either in IHEC or in the UNAMI compound;
��� The Local Security Assistant shall be available to accompany the IEAT staff in their meetings and activities inside IHEC;
��� Undertake other tasks as necessary, as assigned by the UNAMI Chief Electoral Advisor and/or the Security Specialist;
��� Assist the Senior Security Specialist and the Security Advisor to support UN efforts to counter violence against women in elections;
��� Perform other related duties as required.

Work implies frequent interaction with the following:

The Security Advisor, the Deputy Director and other members of the UN electoral assistance office; senior staff and officers of electoral management bodies and other national institutions involved in the electoral process; other staff and officers working at the UNAMI office in Baghdad.

��� The supervisor has access to accurate and timely information as well as advice on the electoral process and its implications.

Required Skills and Experience

Education:
��� High School certificate. Or Bachelor���s degree in Security Studies, Political Sciences, Law, or International Relations or a related field.

Experience:
��� A minimum of 6 years progressively responsible experience in a security advisory function and/or electoral support; OT Bachelor���s degree with 3 years of relevant experience;
��� Knowledge of Iraq���s security environment, operations and programme cycle is required;
��� In-depth knowledge of security risk analysis capacity to handle political sensitivity with diplomacy and in a responsible and flexible manner;
��� Knowledge and experience of UN security processes are desirable;
��� Demonstrated ability to thrive within a complex multicultural and multinational environment strongly preferred;
��� Project management and management of risk qualifications/certifications desired;
��� Knowledge of UN rules, regulations, policies and procedures an asset.
