Description

Generic responsibilities

  1. Line management of ITC agri-business livelihoods project field staff (officers and assistants) and transfer key technical skills to staff under your supervision
  2. Adherence to NRC policies, guidance and procedures
  3. Contribute to the development of Country, Area and Cash and Livelihoods strategies, initiate and participate in the development of relevant cash and livelihoods projects.
  1. Provide input/analysis on livelihoods needs and gaps; contribute to proposal development
  1. Coordinate and implement agri-business Livelihoods project (activities, budget and project documentation) as delegated by Livelihoods and cash PM in line with proposals, strategies and donor requirements.
  2. Implement technical direction and ensure high technical quality of projects.
  3. Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
  4. Manage project budget (in cooperation with Livelihoods Project Manager) and coordinate across other Core Competencies.
  5. Ensure capacity building of project staff and transfer key skills.
  6. Liaise and collaborate with relevant local authorities and other key stakeholders.
  7. Promote the rights of IDPs/returnees in line with the advocacy strategy.
  8. Provide regular progress reports to PM and Livelihoods Specialist
  9. Promote and share ideas for improvement and necessary changes in the activities.

Specific responsibilities

 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. 

  • Project Implementation: Responsible for overall implementation of the project and ensure activities are delivered timely as per the work plan and in accordance with Donor requirements, NRC and emergency livelihoods cluster SOPs.
  • Budget management: ensure budget management and submit regular spending plans; develop work plans for the field teams and follow up with progress on a daily basis; budget holding when delegated this responsibility; develop procurement plan and ensure all procurements are done in time; contribute to proposal and budget development;
  • Reporting: contribute to provide monthly activity reports and donor reports;
  • Donor compliance: ensure donor rules and regulations are followed and all necessary documentation is in place and backed up as needed.
  • Responsible for the quality of the program: quality of data collection and distributions are according to SoPs with correct accountability measures in place
  • M&E: With support from the Livelihoods PM and M&E, ensure that the following activities are implemented according to the workplan: market assessments; beneficiary assessments and verification; PDM surveys; and endline surveys. Ensures reporting tools are in place for daily tracking of activities/trainings/distributions.
  • Overall coordination of beneficiary selection process; ensures there is a communication strategy with beneficiaries in place; ensures there is a functioning complaints mechanism.
  • Support in identification and procurement of training service providers, while putting in place systems to ensure quality
  • Coordinate with the Logistics, Finance and Security departments to organize activities
  • Represent NRC in external meetings as needed, primarily with MoA, MoLSA, and any governorate level coordination mechanisms on Cash and Livelihoods.

 

 


Qualifications & Preferred Skills

  1. Professional competencies

These skills, knowledge and experience are important for effective performance.

Generic professional competencies for this position:

  • Minimum 3 years of experience working on Cash and/or Livelihoods project implementation position in a humanitarian/recovery context.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • University degree or higher education relevant to the assignment (social services, agriculture, relevant engineering). Proven work experience will be considered as a substitute for formal education.
  • 2 years’ experience implementing Cash and Livelihoods projects within a humanitarian/recovery context.
  • Previous experience working in complex and volatile environments
  • Familiar with the line management of staff and work plan coordination
  • IT competencies including MS Office
  • Fluency in English and Arabic both verbal and written

Context related skills; knowledge and experience

  • Experience with market assessment approaches
  • Experience with small-scale income-generation activities
  • Experience with community-based projects/activities
  • Experience working with vulnerable groups; able to demonstrate conflict-sensitivity, compassion, discretion
  • Skills in monitoring and evaluation would be beneficial.
  • Experience with multi-sectoral and integrated Cash and Livelihoods programming
  • Professional knowledge of cash transfer modalities/systems.
  • Experience with early recovery /reconstruction projects is an asset.
  • Familiarity with the UN Cluster system and response coordination mechanisms.
