Triangle Génération Humanitaire (TGH) is an international non-governmental organisation (INGO) designing and implementing emergency, post-emergency and development programs since 1994. The programs fall within the fields of water, hygiene and sanitation (WASH), civil engineering (Shelter), food security, rural development (Food Security & Livelihood), socio-educational and psychosocial support (Protection). In 2021, its committed teams operate in 10 countries in Asia, Africa and Middle-East Region.

 TGH has been working in KR-I since June 2013, providing WASH in schools, winterization distribution, cash for education, Case management and psychosocial support as well as livelihood activities supporting returnees, IDPs and Syrian refugees. Following a first phase which ended in August 2021, TGH will implement a project funded by the French CDCS which aims at creating favourable conditions for the sustainable return of households to their villages of origin in Sinjar and Al-Baaj districts, Ninewa governorate.

 This project is divided into two main activities:

  • Rehabilitation of village infrastructure to improve access to water for irrigation and allow the population to re-start irrigated crop production;
  • A voucher programme for families of farmers (agriculture or livestock farming) in order to strengthen/develop their livelihoods and income generation, with a veterinary and animal health component.

The two teams will work together to achieve the objectives of the project.

JOB OBJECTIVE :

The Agriculture Deputy Project Manager (ADPM) will ensure quality formulation and implementation of activities in Sinjar and Al-Baaj, Ninewa governorate. She/he will contribute to ensuring that activities are planned and implemented in an efficient way and that quality results are achieved. Under the responsibility of the Project Manager (PM) the ADPM will have the responsibilities defined below

JOB FUNCTIONS :

Under the responsibility and the supervision of the Project Manager

 

Responsibility 1: Formulate and harmonize the project strategies in the fields of agriculture, veterinary services and voucher-assistance

  • She / He ensures that communities and stakeholders are involved in the project design and implementation,
  • She / He supports the PM in necessary discussions with local authorities and in drafting agreements with relevant stakeholders,
  • She / He is involved in the implementation of relevant studies or consultancies and that findings are integrated into the project design,
  • She / He contributes to the formulation and harmonization of project strategies in agriculture, veterinary services and voucher-assistance,
  • She / He supports straightforward data collection, analysis and reporting in the above-mentioned fields.

 

Responsibility 2: Ensure implementation of project activities and achievement of project results

  • She / He participates in efficient implementation of project activities and ensures the achievement of quality results in coordination with the Project Manager and the project team,
  • She / He supervises activities of the voucher, veterinary service support and agriculture training components and provides technical inputs, notably:
  • She / He ensures that project staff understands and respects the operational strategies,
  • She / He supports the staff and provides relevant training to build their capacity,
  • She / He follows up with her/his team and makes sure that the workplan is respected,
  • She / He participates in the elaboration of tenders when needed, and ensures the supervision of the chosen companies reporting immediately any problems that could happen.

Responsibility 3: Ensure the management of her / his team

  • She / He ensures the management of a team by doing evaluation, setting objectives and building his / her capacities, and doing her/his appraisal,
  • She / He elaborates monitoring tools (work plan, weekly and monthly reporting) for her/his team.

Responsibility 4: Contribute to Internal coordination

  • She / He ensures collaboration and coordination with the team under the other DPM as the components of the project are linked,
  • She / He participates in weekly internal project meetings and communicates regularly with the Project Manager.

Responsibility 5: Ensures reporting and accountability

  • She / He provides written weekly and monthly reports to the Project Manager,
  • She / He provides inputs for any other internal or external report upon request of the Project Manager,
  • She / He ensures compilation and analysis of M&E data,
  • She / He ensures implementation of the complaint and feedback mechanism.

Responsibility 6: Participate in representation and external communication of the project

  • She / He ensures relevant communication on the project is provided (pictures, video, success stories, etc.),
  • She / He communicates with institutional partners and relevant stakeholders in collaboration with the Project Manager,
  • In the absence of the Project Manager, She / He coordinates with external partners.

Responsibility 7: Coordinate with the support team

  • She / He anticipates the logistic and finance needs and establishes the necessary requests for the Project Manager, including preparing internal and supporting documents, according to TGH procedures,
  • She / He reports any security aspect to the Project Manager and Security focal point.

 

The list above is not strictly exhaustive; an employee working within the framework of these tasks may carry out other tasks if asked to do so by her/his line manager.


Qualifications & Preferred Skills

 

  1. Bachelor or Master’s degree in agronomy or other related field, with previous experience in an agriculture/livestock project.
  2. At least two years of experience in the areas of livelihood and more precisely agriculture/livestock with I/NGOs.
  3. Previous experience working in Sinjar and Al-Baaj districts is an asset.
  4. Previous experience in a management position is an asset.
  5. Excellent level of oral and written Arabic and English; Kurdish is an asset.
  6. Good knowledge of MS Office.
  7. Good communication skills required and capacity to work in a multicultural environment.
