Scope of Work

The Filed Security officer (FSO) will work under the supervision of the iMMAP Iraq Country Security Manager (CSM) and work with the security team in-country to ensure the safety and security of all in-country staff. 

The primary function of the FSO is to provide assistance to the CSM on all safety and security issues, as they relate to staff and programs in Iraq. The FSO will monitor and assess local security conditions and make recommendations to the CSM and the Global Security Adviser as appropriate. 

The FSO is committed to implementing and maintaining the highest standards of security and contingency planning to ensure the safety of all staff in the country.

Description of Duties

Cover the Country Security Advisor’s position when he is not present (sickness or leave)

 In the absence of CSM, FSO will liaise and coordinate timely and efficiently with the Global Security Adviser regarding security incidents, threats, or deficiencies that potentially could affect operations.

  •  The FSO will monitor the security situation in Iraq and have a good knowledge of the context.
  •  Able to conduct day-to-day office and field operations.
  • Conduct risk assessments, assist with the authorization process of field visits, the FSO will assist in tracking staff movements.
  • The FSO will participate in enforcing security and safety procedures and provide sound and timely advice to staff and management on safety and security matters.
  •  The FSO will maintain contacts with local and national authorities and international state and non-state actors, compiling threat analysis, incident reports, and routine security reports.
  •  The FSO will register security incidents and participate in data cleaning to support CSM in producing different security reports.
  •  The FSO will conduct security induction briefs for newly hired staff, and in the absence of the Country Security Advisor, he will brief HQ visitors and newly hired International Staff.
  •  The FSO shall assist with monitoring all staff movements in Iraq in close coordination with iMMAP HQ Global Security Support and ensure that staff follows travel authorization protocols. In case of emergencies, the FSO will liaise with CSM and in his absence, the FSO will liaise with CR & GSA.
  •  The FSO will act as a Fire Officer when practicing fire drills or during emergencies.
  •  The FSO will conduct Site Risk Assessments for locations regularly visited by iMMAP staff, including field locations/mission plans.
  • The FSO will ensure that communication protocols are implemented, and project warden lists are up to date.
  • The FSO will be responsible to track International Staff movement and update movement plans/boards regularly.
  • The FSO will update Communication Tree regularly and maintain the WhatsApp security group.
  • The FSO will inspect fire alarms, fire extinguishers, and first aid boxes and maintain them periodically and based on needs.
  •  The FSO will monitor the surveillance system, access control, and prevent the entry of unauthorized access to iMMAP office.
  •  Be willing/able to travel to federal areas
  •  The FSO will accompany VIP/visitors from/to the airport and other locations when needed.
  •  The FSO will provide security briefing ahead of planned site visits or other missions to different provinces.
  • The FSO will update the Emergency Contact list when needed.

 

Additional JOB FUNCTIONS (Admin / Liaison)

 

  •  Liaison with Asayesh as relevant, including for international staff procedures.
  •  Liaison with MoI and relevant authorities for KRI visa and residency.
  • Liaison with JCC and other relevant authorities to obtain access letters/border crossing approvals
  •  The FSO will conduct weekly inspections of vehicles and maintain the vehicle maintenance logbook.
  •  The FSO will conduct vehicle inspection records and report any damages and maintenance prior to any missions.
  •  The FSO will maintain issuing and receiving sensitive communication and tracking equipment when needed using logbooks and make sure that Sat phones have enough credit at all times.
  •  The FSO will maintain vehicles’ safety and emergency equipment and make sure fire extinguishers are up to date.

 

REPRESENTATION

  •  Maintain effective and positive internal contacts with iMMAP in-country associates, officers, and staff, and external contacts with national and local government officials, international non-governmental organizations (NGOs), donor agency officials, vendors, media, and the general public.
  •  Follow iMMAP’s branding regulations required for marking, or branding, of all iMMAP products and correspondence.

  •  iMMAP team members are expected to support all efforts toward accountability, specifically to beneficiaries of iMMAP programs, and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of field projects.

Qualifications & Preferred Skills

  • Considerable practical experience in managing security in complex contexts and high-risk environments.
  •  A minimum of 6 years of relevant experience with demonstrated knowledge and understanding of working in the safety and security sector. Former military or police, or extensive experience as an NGO security officer or with a Private Security Company.
  • Previous experience working in an international non-governmental organization is preferred.
  • Ability to interact effectively with international and national personnel.
  • Needs to have good English skills (written and verbal). Fluent in the local language.
  • Strong analytical skills and ability to interpret and analyze data and translate it into effective information.
  • Ability to work well in a small team, operate under pressure, prioritize and deliver high-quality work within deadlines, and meet team objectives; Ability to provide a clear Criminal Record Check.
  • Ability to provide honorable discharge papers, if a previous member of Armed Forces or Police Service.
