Learning Specialist – Myanmar and Thailand

Background

SoCha is seeking monitoring, evaluation, and learning (MEL) expertise, as well as training services, to strengthen the ability of our clients to execute the program cycle. This activity has three primary objectives:

1. Improve capacity to design, implement, and monitor strategy.
2. Increase effectiveness of evaluations and assessments.
3. Improve learning capacity throughout the program cycle.

SoCha is seeking a full-time, qualified individual to fill the role of Learning Specialist. The Learning Specialist position will likely be based in Bangkok, with regular travel to Myanmar. Specific work location is to be determined. This position is contingent on approval.

Scope of Work

The Learning Specialist will ensure that learning and related capacity building is intentional, systematic, and resourced throughout the activity, so that learning and evidence inform project and activity design, portfolio reviews, mid-course stock-taking, and other key decision points and pause-and-reflect moments. The required approach must address collaboration, strategic learning, and opportunities for reflection. The Learning Specialist will develop plans to engage stakeholders, address knowledge gaps, and support enabling conditions for adaptive management throughout the program cycle.

Minimum Qualifications and Experience

• Master’s degree in international development, social science, or relevant field.
• At least eight (8) years of experience in monitoring, evaluation, and learning in international and community development programs.
• Experience and skills in facilitation.
• Demonstrated understanding and application of international development policy and best practices in learning and MEL.
• Prior work experience in non-permissive environments.
• Strong interpersonal, communication, and organizational skills.
• Excellent oral and written communication skills in English.
