Background

SoCha is seeking monitoring, evaluation, and learning (MEL) expertise, as well as training services, to strengthen the ability of our clients to execute the program cycle. This activity has three primary objectives:

  1. Improve capacity to design, implement, and monitor strategy.
  2. Increase effectiveness of evaluations and assessments.
  3. Improve learning capacity throughout the program cycle.

SoCha is seeking a full-time, qualified individual to fill the role of Chief of Mission Support. The position will be based in Yangon, though activities will occur across Burma and in Bangkok, Thailand. This position is contingent on approval.

Scope of Work

The Chief of Mission Support will be responsible for providing the vision and overall leadership to the team, including remote support, subcontractors, STTA, LTTA, and across hiring mechanisms, cultures, and time zones; managing technical assistance, training, and overall support as defined in the scope of work; ensuring monitoring and evaluation of the project work; overseeing all tasks, particularly monitoring needs, including third party monitoring, activity performance evaluations, assessments, implementing MEL plans, capacity-building, services produced; and directly engaging and coordinating with stakeholders.

The Chief of Mission Support will have principal responsibility for overall activity management and technical operations to ensure that tasks are completed and that activity objectives are being met, including the preparation and presentation of all tasks and deliverables. The Chief of Mission Support will lead the staff and build a well-functioning, efficient team. S/he will serve as the primary point of contact with clients regarding day-to-day implementation and management matters relating to the award. The Chief of Mission Support will have overall responsibility for ensuring that all work provided under the award, whether by international or local personnel, is technically sound and appropriate for the requirements; and for adequately delegating and supervising the work of all personnel and, if applicable, consultants.

Minimum Qualifications and Experience

  • Advanced degree in international development, monitoring and evaluation, social science, or relevant field.
  • More than ten (10) years of experience in leading and managing multi-year monitoring and evaluation mechanisms or contracts.
  • Substantive expertise in monitoring and evaluating multi-sectoral international development projects.
  • Demonstrated understanding and application of international development policy and best practices in MEL and learning.
  • Experience in Asia and/or Southeast Asia is required.
  • Experience in Burma highly desired, or at minimum other conflict or non-permissive contexts.
  • Strong analytic, interpersonal, and team management skills.
  • Excellent oral and written communication skills in English.
