Background

SoCha intends to submit a proposal for the USAID/Vietnam follow-on to the Learning and Knowledge Management (Learns) activity in the Republic of Vietnam. The purpose of the activity is to enable data-driven decision-making and evidence-based Collaborating, Learning, and Adapting (CLA) within and amongst USAID/Vietnam and its partners to improve program management and development impact in Vietnam. As development programs continue to adapt to the rapidly changing and dynamic operating environment in Vietnam, USAID/Vietnam requires access to up-to-date and on-demand contextual information, systems, and processes to coordinate timely programmatic responses, and qualitative and quantitative context data to advance the goal and development objectives of its 2020-2025 Country Development Cooperation Strategy. As information sources and data points continue to grow, the Mission also requires comprehensive knowledge capture, retention, transfer, and management practices to support evidence-based decision-making and efficiently and effectively facilitate M&E and CLA approaches within USAID/Vietnam and amongst implementing partners. Additionally, the Mission requires performance improvement services for its strategic partners and an approach that fundamentally ensures responsiveness to program participant feedback regarding USAID’s assistance.

SoCha is seeking a full-time, qualified individual to fill the role of Learning Hub & Logistics Manager. This position will be full-time and based in Hanoi. This role is for a proposal position and is contingent on award and funding.

Scope of Work

The Learning Hub & Logistics Manager will report directly to the Chief of Party (COP) and will actively coordinate with SoCha’s Home Office, ensuring seamless communication and collaboration. Responsibilities will include:

  • Lead the design, organization, planning, and execution of various events, trainings, and workshops to promote learning and collaboration within the USAID Mission and implementing partners, government stakeholders, and development organizations.
  • Oversee logistical support provided by the field office team for engaging local experts to supplement the program.
  • Manage the coordination, facilitation, and arrangement of logistics for events including partner meetings, representational events, external portfolio reviews, evidence-sharing summits, and other events related to learning and adaptive management in Vietnam.
  • Facilitate learning forums to share experience across activities and sectors in the Mission’s geographically targeted provinces.
  • Lead collaboration and networking with Mission staff, implementing partners, and development stakeholders.
  • Produce high-quality written reports for clients and other external audiences in Vietnamese and English.
  • Other tasks as assigned.

Minimum Qualifications and Experience

  • Bachelor’s degree or higher in organizational development, communications, business management, social sciences, or a related field. Master’s degree preferred.
  • A minimum of six (6) years of experience in leading event management, facilitation, CLA, organizational learning, adaptive management, change management, monitoring and evaluation, communications and/or knowledge management in the private sector or international development sector.
  • Strong facilitation skills with experience designing and delivering learning events, meetings, and trainings.
  • Demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in developing countries.
  • Prior experience working with USAID or USAID-funded projects preferred.
  • Experience with USAID’s program cycle, CLA approach, or knowledge management preferred.
  • Strong oral and written communication in addition to presentations skills in English.
