The Area Manager (National position) based in the Gaza strip is a critical member of the humanitarian aid team responsible for the effective implementation, coordination, and monitoring of humanitarian projects in the field. This role involves working closely with the HEKS/EPER Team in Gaza, local communities, partners, and stakeholders to ensure the delivery of timely and quality assistance.

Area Manager based in the Gaza (National position)Your main responsibilities:

  • Working closely with the SERC for your sector, including development of high-quality concept notes and proposals. Provide technical support for the expansion of HEKS/EPER program in Gaza and contribute to develop country level humanitarian strategies
  • Working with the SERC to develop sector response plans and contribute to HEKS/EPER overall response strategy
  • The AM will be responsible for assessments, projects design, reports preparations for donors in close collaboration with the M&E Officer
  • Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans)
  • The AM will ensure that the assigned projects met the objectives and are completed within allotted time frame, budget and set quality
  • Continuously monitor and supervise project activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data
  • Provide detailed, accurate and timely bi-weekly reports to supervisor on activities, challenges and areas in need of improvement including operational data. Will work closely with the M&E Officer
  • Ensure constant communication with project staff and partners to identify potential problems, formulate recommendations and solutions and report
  • Ensure community participation in the activities
  • Participate in sector meetings (such as JHOC), working group meetings, and other coordination meetings led by relevant agencies
  • Ensure robust and efficient coordination with other sectors agencies
  • With support from the Monitoring & Evaluation team put in place an M & E plan for your project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work
  • With support from the Monitoring & Evaluation team put in place accountability activities for your project, ensuring that feedback from families is considered in project design
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere & CHS standards
  • Manage budget for the assigned projects and ensure all expenses are according to budget and meet HEKS/EPER standards regarding financial management, including accountability and good governance. Work closely with the Admin & Finance Officer
  • Liaise, as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly
  • Identify technical staffing needs for emergency programmes, and support rapid recruitment, induction and training of new staff
  • In close collaboration with the team based at the field level, assess and consult other partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information with the SERC & CD
  • Responsible to put in place appropriate security and prevention measured during any distribution and implementation of project activities
  • Provide timely incident report to the SERC & CD as needed
  • Comply with HEKS/EPER policies and practice with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedures

To be successful you bring:

  • Master’s in social science/statistics with at least 5 years of development and humanitarian response project management experience.
  • Experience in information management-related activities is a must
  • Previous first phase emergency response experience
  • Good knowledge in designing assessments and studies in humanitarian contexts
  • Proven capacity to supervise (directly or indirectly), train, and coach staff
  • Strong understanding of humanitarian principles, standards, and best practices
  • Experience in supporting the preparation of successful funding proposals for donors
  • Keep strong coordination with other implementing agencies, donors, and local governmental authorities at the field level
  • Experience working with multilateral and bilateral donors such as Swiss Solidarity, OCHA, ECHO, and others
  • Excellent analytical and conceptual skills
  • Fluency in written and spoken both English and Arabic
  • Ability to work in complex environments and to ensure that deadlines are met by internal and external stakeholders (good prioritization and time management skills)
