Job Title: Learning and Capacity Building Lead

Department/Location: Social, Environmental, and Agricultural Development (SEAD)

Reports To: Chief of Party

Type: Regular Full-Time

Classification: Exempt

Overview: IBTCI is seeking a Learning and Capacity Building Lead for an upcoming USAID/Bangladesh Monitoring, Evaluation, and Learning (MEL) Activity. This is a five year activity and will be a central Mission-wide platform that provides a wide range of analytical and advisory services in support of the Mission’s design, performance monitoring, evaluation, and operational learning and adapting. The activity will play a significant role in achieving the successful implementation of the Mission’s 1) integrated 2020 to 2025 Country Development Cooperation Strategy, 2) Performance Management Plan, and 3) the Collaboration, Learning, and Adapting Agenda. This position is contingent upon being awarded the contract.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Lead implementation of capacity building and learning activities.
  • Build and support relations with Mission staff and the IPs.
  • Conduct periodic activities to organize and facilitate learning events, develop the community of practice, oversee knowledge management and communication.
  • Supervise sub-tasks that require specific expertise relevant to learning, KM, and communications such as trainings that may be implemented by a dedicated team under a sub-task.
  • Oversee BMEL communication efforts, development of communication and training materials, and facilitate the community of practice.
  • Design and conduct various approaches for capacity strengthening on topics related to MEL, CLA, and KM.
  • Manage small teams of local staff.

Qualifications

Minimum Requirements:

  • Advanced degree in relevant field preferred.
  • The candidate must possess a minimum of 8 years of progressive professional experience in communication, action learning and knowledge management, a strong background in monitoring and evaluation.
  • Experience with the USAID Mission, familiarity with required USAID Project Cycle ADS 201 and 203, USAID M&E and CLA guidance and tools
  • Experience in organizational and individual capacity assessment, organizing training and capacity building events, developing training materials and conducting virtual and in-person trainings.
  • Experience managing small teams and working with subcontractors.
  • Proficiency in Bengali.
  • Professional proficiency in spoken and written English.
  • Must have relevant experience working in Bangladesh.

Education: Bachelor’s or higher university degree in relevant subject areas including organizational development, international development, public administration, business administration, education or a related field. Advanced degree in relevant field preferred.

Preferred Knowledge, Skills and Abilities:

  • Strong background in evaluation and analysis of development programs, preferably initiatives funded by USAID;
  • Five (5) years of experience in knowledge management, organizational learning and/or monitoring and evaluation, preferably in an international development context; and
  • Ability to prioritize tasks in a fast-paced and changing environment.

Working Environment: Work is typically performed in an office environment.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Travel throughout Bangladesh may be required.
