Counterpart International, under the USAID/Timor-Leste NGO Advocacy for Good Governance Activity (the Activity), is currently seeking a short-term consultant to develop leadership training and coaching for its nine NGO partners. The Activity is a five-year initiative funded by the United States Agency for International Development (USAID), which seeks to expand the Non-Governmental Organization (NGO) enabling environment and strengthen the organizational, research, networking, and financial capacity for nine local advocacy NGOs in Timor-Leste to provide increased evidence-based, sustainable advocacy services on behalf of citizens.

The Activity currently seeks to contract a consultant to develop leadership training and coaching for its nine NGO partners. This assignment will involve performing a needs assessment, developing training content, conducting training-of-trainers for the Activity staff, and co-facilitating an initial training session. The Activity envisions this intervention will target leadership of the NGO partners and seek to enhance capacities in areas such as leadership and learning, executive intelligence, and organizational culture and capital, among other identified needs. The consultant will deliver the requested services both remotely from their home of record and in-person in Dili, Timor-Leste in early 2024.

Responsibilities

Specific activities and tasks include:

  1. Familiarize with Counterpart’s Timor-Leste program and the work and organization of its nine (9) civil society partners, to include reviewing assessments, donor reports, internal materials, etc.
  2. With Counterpart Timor-Leste staff, develop a tool to assess the leadership of the nine NGO partners in areas such as executive management, leadership style, and others as relevant. The assessment results will inform leadership training content.
  3. Support the Counterpart Timor-Leste staff to complete the assessments and collect actionable data, which may include gathering information collected via previous assessments, reporting, etc. in addition to direct engagement with the NGO partners and their staff.
  4. Based on the assessment findings, the consultant will identify areas to strengthen that are common across the NGOs as well as needs unique to each organization and leader (e.g. leadership and learning, executive intelligence, organizational culture and capital). The consultant will then propose a training approach that combines content delivery to cohorts of NGOs that share training needs with coaching and mentoring to each NGO director specific to his/her/their needs. During this process, the consultant will bear in mind the Activity’s previous leadership trainings to expand upon and avoid duplicating previous interventions.
  5. Based on the Activity’s and NGO partners’ feedback, the consultant will develop leadership training module(s) and coaching guides for the NGO partners and their leadership.

The consultant will complete tasks 1-5 above remotely.

6. The consultant will train the Counterpart Timor-Leste team in the training content and subjects for 1:1 leadership coaching so they can lead trainings and mentorship with the NGOs and their directors.

7. The consultant will deliver a training-of-trainers session to the Counterpart Timor-Leste team, enhancing their knowledge of the training content to then facilitate delivery among the NGO partners.

8. Consultant will co-facilitate an initial training session with the Activity team and provide feedback to enhancing future sessions.

9. If and as appropriate, consultant will conduct 1:1 leadership coaching with select NGO directors.

The consultant will complete tasks 6-9 above in Timor-Leste.

10. Conduct follow up virtual calls/meetings with Counterpart staff and partners to provide follow-on advice how to apply training material and adapt key concepts to their respective organizations and personnel.

11. Consultant will develop a final report that summarizes activities undertaken, challenges, and recommendations for future programming.

The consultant will complete tasks 10-11 above remotely.

Qualifications

  • Bachelor’s degree or higher in political science, public policy, international studies, statistics, or related field.
  • Minimum of ten (10) years related experience in the international development field and work in areas such as capacity building, empowerment of marginalized groups, human rights, and/or advocacy.
  • At least five (5) years of experience working on USAID-funded projects in the democracy, rights, and governance sector.
  • Experience working on USAID-funded DRG projects focused on civil society stregntehning.
  • Experience designing and delivering leadership training and executive coaching.
  • Experience designing and executing organizational development interventions for civil society groups.
  • Excellent research, analytical, writing, and presentation skills.
  • Proven ability to engage constructively with a variety of stakeholders.
  • Excellent organizational, and written and oral communications skills.
  • Ability to work both independently and in a group setting.
  • Ability to deliver training in-person in Dili
  • English fluency
