Summary

The Lead Associate for Global Development Policy will provide policy and technical support for Save the Children’s public policy & advocacy / government relations work related to U.S. foreign assistance including analyzing and advocating on budget and appropriations, tracking legislative developments on Capitol Hill, and developing and maintaining relations with Congress and their staff. You will also support Save the Children’s policy and advocacy work on global maternal, newborn and child health. This position reports to the Managing Director, Global Development Policy.

Essential Duties

Advocate to Congress and administration on foreign assistance budget and appropriations-(45%):

  • Advocate to Congress and the Administration for funding for key poverty-focused humanitarian and development assistance accounts impacting children, develop and manage strategic relations with key congressional offices and with representatives at the Office of Management and Budget, USAID and State.
  • Develop materials for advocacy and/or external engagement including fact sheets, policy statements, talking points for senior level staff, outside witness testimony, lobby letters and provide timely analysis on budget and appropriations related documents.

Represent Save the Children before Congress and assist in coordinating the broader congressional relations strategy-(20%)

  • Working with Government Relations colleagues, coordinate the broader congressional relations strategy, tracking relevant hearings, briefings, and legislative developments including mark-ups, and representing Save the Children in congressional meetings on other global policy subjects as needed.

Supporting advocacy on specific global development policy issues (25%)

  • In coordination with the Managing Director of Global Development Policy, advocate on sector specific issues under the purview of the global development policy team. This includes representing Save the Children on relevant coalitions, relevant external meetings with Congress and/or the administration, and supporting the development of policy briefs and other educational materials.

Perform other duties as necessary (10%)

  • This includes updating congressional databases, coordinating internal meetings or other relevant department related duties.

Required Qualifications

  • High school diploma or equivalent, plus at least three (3) years of relevant experience
  • Proven work experience in a Congressional office or in a NGO, think-tank, or in the Executive Branch position involving congressional relations and/or appropriations
  • Professional proficiency in spoken and written English, including policy-oriented writing, research and analytical skills
  • Professional proficiency in MS Office suite
  • Demonstrated ability to successfully deliver multiple projects and assignments, often with competing priorities and deadlines
  • Ability to work independently on assigned tasks with direction, using informed time management and problem-solving
  • Demonstrated ability to communicate and collaborate successfully with individuals and teams at all levels, both internal and external
  • Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion, and belonging

Preferred Qualifications

  • Background in international development/foreign assistance/global health a plus
  • Experience working in large, complex matrixed organization
  • Understanding of legislative processes on Capitol Hill
  • Experience working on state legislative or local campaigns.
  • Experience in campus and youth outreach and engagement campaigns.

This position may require the incumbent to operate a motor vehicle to fulfill certain essential functions of the job. The incumbent should maintain a valid driver’s license and remain in compliance with any Save the Children policies pertaining to the safe operation of motor vehicles.
