Job context

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Nine years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

Under the line management of Land Release Project Manager, the Land Release Project Officer will be responsible to implement and execute the clearance implementation plan, produce accurate field risk assessments and ensure the quality management and implementation of their project at base level in line with HI project quality framework.

Currently HI is implementing three main projects 1) rehabilitation of persons with disabilities and functional limitations. 2) Explosive Ordnance Risk Education and 3) Infrastructure accessibility inclusive livelihood. He/she will be responsible for the daily managerial and technical implementation of their designated staff.

Internal and external coordination with beneficiaries, national authorities, UN Agencies, and INGOs is a key role of the position. In addition, accurate context analysis and effective security management at local and regional level is expected along with the day-to-day management of personal and team security. All major security decisions will be expected in consultation with senior management.

He/ she will be closely working with other project managers and shared/ support services departments at base, hub and regional levels based on 2021 planning. For detail see below the key role of Area Manager, position. DEZ security is highly volatile so AM role is to keep close eye on changing circumstances and advice team accordingly.

Your mission:

The Land Release Project Officer (LRPO) has the primary function of providing technical advice of all national staff assigned to him/her throughout all HMA activities. He/she will provide daily support and advice to a number of High Threat Search and Clearance, BAC and NTS teams operating throughout the designated area of operations. HI is seeking a person that displays a positive approach to his/her work and is of a determined and dedicated character. His/her secondary function is to develop the capacity and technical knowledge of all national HMA staff within HI assigned to him/her. The LRPO reports directly to the Land Release Project Manager (LRPM) with some indirect technical lines to other HI compartments.

Responsibility 1 : You provide guidance and technical support to all national staff throughout HMA activities

-You conduct clearance and survey operations, as required whilst mentoring clearance teams

-You ensure all donor targets are achieved during the project cycle, whilst maintaining all quality and safety standards

-You train, mentor and capacity build national and partner staff when applicable

-You are a role model for diversity and inclusion, as well as positive role model for contributing to teh team spirit of HI

-You ensure all HMA teams are in full compliance of IMAS, NTSGs & HI SOPs

-You actively mainstream gender, inclusion and conflict sensitivity in all mine action activities

Responsibility 2 : You provide techninal learning from projects

-You ensure daily reporting of all HMA activities to the Land Release Project Manager

-You develop and drive a culture of excellence, continuous improvement and performance optimization across all mine action projects

-You follow relevant budgets and ensure budget lines are not exceeded

-You prepare all relevant reports and documentation in a timely manner, as directed, and in line with HI Project Quality Framework practices and tools and in conformity with donors’ requirements

Responsibility 3 : You contribute to the animation of your sector

-You work closely and in coordination with other HI sectors and ensure charing of information and data

-You contribute to organizational transformation in line with Lean, Shared Services and ROOTS projects

-You stay informed and current on ew techniques, manuals, and devices relatings to HMA

-You actively participate to base and project coordination mechanisms in a collaborative spirit with other project teams and mission departments (MEAL,etc.)

Responsibility 4 : You contribute to ensuring HI’s technical influence within your perimeter

-You represent HI in relevant opportunities, including sector coordination and technical working groups if required

-You develop and maintain strong and positive working relationship with National Mine Action Authorities, UNMAS, mine action organizations and other relevant stakeholders

As the LRPO, you will plan your activities closely with the LRPM. The LRPO will work very closely with other Technical Advisors, National Demining Supervisors and other demining team members. The LRPO will be primarily based in Raqqa, North-Eastern Syria and can be expected of to travel and reside in other regions, mainly to areas where HI clearance teams operate. Some areas of operations are remote and will require the LRPO to ‘embed’ himself/herself within the local community in order to achieve acceptance by the community at risk.

Your profile:

-You hold an IMAS EOD 3+ certification and an IEDD certification from accredited training institution

-You have at least 3 years of experience managing teams, particularly in high-risk search and clearance environments

-You have more than 5 years working experience in the field of HMA

-You master the implementation of the land release policy

-You demonstrate ethical values and a constuctively critical mindset

-You have oral and written knowledge of English

Characteristics of the position:

The Northeast region where HI’s current first base is located is relatively isolated and the trip from the closest international airport in Erbil (Iraqi, Kurdistan) to the field base of the Operations Manager takes around 8 hours by car, including the crossing of an international border.

International staff live in collective guesthouses with 3 to 6 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens.

Conditions:

· 12 months International contract starting ASAP with possible extension

· The international contract provides social cover adapted to your situation:

o Unemployment insurance benefits for EU nationals

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount

o Medical coverage with 50% of employee contribution

o Repatriation insurance paid by HI

o EOD Risks insurance (medical cover, life insurance) paid by HI

Salary from 4500 € gross/month upon experience

· Perdiem : 527,85 € net/month – paid in the field

· Hardship : 500 € net/month paid with your salary

· Paid leaves : 25 days per year;

· R&R : 7 days every 8 weeks

· Unaccompanied position: Payment for travel costs (air ticket & visa) and transport of your personal effects

· Collective Housing taken in charge by HI
