Context:

The Protection Division (PXD) contributes to realize IOM’s commitment to address the needs, as well as to promote and uphold#the rights of individuals and their communities. PXD aims to reduce and prevent people’s exposure to protection risks, and address related needs. PXD assists regional and country offices to offer support to States in carrying out their duties to respect, protect and fulfil the rights and address needs, thus contributing to managing migration and addressing internal displacement in line with international standards and practices.# In partnership with other stakeholders, PXD responds both in humanitarian and non-humanitarian settings, through the following six pillars: thematic guidance; direct assistance; convening and dialogue; advocacy and communications; training and capacity development; and data, research and learning.

As such, PXD has the institutional responsibility to oversee policy and technical guidance and provide programmatic support to IOM Missions focusing on practice areas including but not limited to: safe and dignified return and reintegration; countering human trafficking (CT); assistance to migrants who experienced or are vulnerable to abuse or exploitation (AVM); protecting migrant children; combating gender based violence (GBV), disability inclusion (DI) and addressing exploitation in supply chains. Within PXD, the Return and Reintegration Unit (RR Unit) is tasked with providing global programme and policy support for IOM’s return and reintegration activities taking into consideration cross-cutting issues such as the promotion of migrants’ rights, partnership and cooperation as well as monitoring, evaluation, and data generation and analysis.

Under the overall supervision of the Head of Return and Reintegration Unit and the direct supervision of the Knowledge Management Officer, the Knowledge Management Support Officer will assist in providing support to specific Knowledge Management activities of PXD and the RR Unit, which aim at fostering experience sharing and knowledge exchange on protection, return and reintegration in close coordination with IOM’s Online Communication Unit (OCU) and relevant divisions and units at Headquarters (HQs), IOM’s Regional Offices (ROs), IOM’s Country Offices (COs).

Core Functions / Responsibilities:

  1. Research, compile information and provide specific technical inputs to assist the knowledge management exchanges of the Protection Division (PXD) and to support the thematic expansion of the IOM Return and Reintegration Platform (RRP) towards protection related areas of work.
  2. Provide technical and administrative support for the identification, classification and dissemination of knowledge material (publications, online courses, etc.) in English, French and Spanish to be included in the repositories of the RRP, under different protection related areas of work.
  3. Provide support to the transition and implementation of new features in the RRP in close collaboration with OCU by testing and helping identify needs for new and updated ones.
  4. Review the incorporation and inclusion of gender perspectives into relevant documents/reports and assist with coordination and technical implementation activities of research tasks to support PXD, particularly the Return and Reintegration Unit.
  5. Provide administrative and logistical support for the organization of PXD events such as public webinars, documents preparation, web conferencing management, and communications and visibility activities.
  6. Compile information and provide specific technical inputs to assist the Return and Reintegration Unit’s communication and visibility efforts in close collaboration with the Communications Officer, including tracking and following up on the dissemination of audio-video materials.
  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Science, International Relations, (International) Development Studies or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in moderating online platforms and forums;
  • Experience in providing technical and logistical support for the organization of large meetings and events;
  • Experience in providing technical support to research coordination and technical implementation;
  • Professional experience with a UN agency, or an international organization.

Skills

  • Understanding of the current developments and challenges in the field of return and reintegration;
  • In-depth knowledge of gender in development and humanitarian settings;
  • Proven ability to promote knowledge sharing and learning;
  • Excellent drafting abilities and communication skills;
  • Team-oriented, but with capacity to work independently and with minimal supervision;
  • Personal commitment, efficiency, and flexibility;
  • Strong organizational and time management skills, and ability to deliver under tight timelines.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
