Context:

Under the overall supervision of the Head of Preparedness and Response Division, and direct supervision of the Senior Emergency Preparedness and Response Officer in the Preparedness and Response Division (PRD) at Headquarters, the Emergency Programme Officer will be responsible for providing technical, administrative and/or logistical support for the development and implementation of IOM’s preparedness and response activities and services across the different regions of operations in the areas of emergency and crisis preparedness, mitigation and response in natural disaster and conflict settings.

In close collaboration with the different divisions at headquarters and Country and Regional Offices, the Emergency Programme Officer will be responsible for providing technical support to various aspects of the preparedness and response programming, including migration crisis

Management and mixed movements. The successful candidate is also required to continuously interact with fellow UN agency counterparts and staff, government officials, donor governments, civil society, clusters, academia and other key partners involved in humanitarian emergency and recovery assistance. Particular interaction is needed with Office for the Coordination of Humanitarian Affairs (OCHA) sections, specialized UN agencies, and external partners ranging from local stakeholders to regional organizations and international organizations involved in humanitarian assistance and programming worldwide.

Core Functions / Responsibilities:

  1. Provide technical, administrative and logistical support to the Emergency Preparedness and Response Unit for coordination and engagement with Regional Offices and Country Offices on preparedness and response initiatives, including inter-agency processes and strategic planning of the inter-agency humanitarian programming cycle.
  2. In close coordination with PRD units, analyse and help strengthen IOM’s crises management systems to facilitate the monitoring of emerging migration crisis situations around the world and reporting thereon, with primary emphasis on thematic areas such as forced displacement, slow-onset and sudden-onset disasters, complex emergencies and mixed movements.
  3. In close coordination with relevant divisions in HQ, assist in managing the mixed movement portfolio of the preparedness and response unit and provide technical support and coordination to Regional Offices and Country Offices on IOM’s leadership and coordination role in mixed movements crises, in line with IOM agreements, policies and standards.
  4. Contribute to knowledge management efforts within the Preparedness and Response Division, including assisting with the roll out of the reach measurement for crisis programming guidance, and other efforts more broadly, and the design of key products for publication and external dissemination.
  5. Provide technical and process-related inputs to relevant inter-agency workstreams as well as bilateral consultations with partners and donors on mixed movements crises. This includes IASC working groups and other Inter-Agency efforts related humanitarian coordination architecture and HPC cycle. Draft specific talking points for senior IOM officials as necessary.
  6. Support emergency responses to affected missions, assisting the scale-up of IOM’s initial response capacity, supporting the coordination and monitoring of the crisis response and the development and monitoring progress of the priority objectives identified in any scale-up response.
  7. Liaise with other relevant IOM Departments, Divisions and Programs regarding projects, initiatives and events which might have implications for IOM’s mixed movements programming, including the Migrants in Countries in Crisis (MICIC) initiative, migrant and persons movements, migrant assistance activities, and data on migrants affected by humanitarian crises, among others.
  8. Undertake duty travel as required, including to provide direct technical support to IOM country or regional offices on humanitarian response operations.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, International Development, Political or Social Sciences and/or a related field from an accredited academic institution with two years of relevant work experience; or,
  • University degree in the above fields with four years of relevant work experience.

Experience

• Experience in crisis settings, ideally spanning humanitarian, peace, and development interventions.

Skills

  • Excellent writing and analytical skills in English;
  • Prior involvement in strategic or other planning exercises an advantage;
  • Background with international humanitarian/development organizations, non-governmental institutions/organizations, and experience with IOM is a distinct advantage;
  • Excellent communication skills and ability to work independently;
  • Knowledge of emergencies in the field of preparedness and response;
  • Knowledge of migration and crises issues including in-depth knowledge of mixed movements
  • Knowledge of project development, and management;
  • Knowledge of UN and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
